Vice-Chair von Reichbauer called the meeting to order at 9:37 a.m.

The meeting minutes of October 28, 2002 were approved as presented.

A discussion on the Transit Regional Fare Coordination (Smart Card) Project
Paul Carlson, Council Staff, and Candace Carlson, Regional Fair Coordination Project Manager,
briefed the committee on the Transit Regional Fare Coordination (Smart Card) Project. Peggy Willis,
Manager, Management Information Transit Technology, and Jill Krechlow, Transit Staff, were in
attendance.

AN ORDINANCE establishing the King County commission on governance.
Scott White, Council Staff, briefed the committee on Proposed Ordinance 2002-0436.
Councilmember Julia Patterson moved Proposed Ordinance 2002-0436 and Striking Amendment S-1.

Councilmember David Irons moved amendment Irons-1 . The motion failed by a vote of 4 ayes (Irons,
Lambert, McKenna and von Reichbauer), 6 noes and 3 excused ( Hague, Pullen, Sullivan).

Mr. Irons moved amendment Irons-2 . The motion failed by a vote of 3 ayes (Lambert, Irons,
McKenna), 7 noes and 3 excused (Hague, Pullen, Sullivan).

Councilmember Rob McKenna moved amendment McKenna-1. The motion passed by a vote of 10
ayes, 0 noes, and 3 excused (Hague, Pullen, Sullivan).

Councilmember Larry Phillips offered a friendly amendment that would add "law enforcement" Mr.
McKenna accepted Mr. Phillip's friendly amendment.

Councilmember Dwight Pelz offered a friendly amendment that would add "criminal justice". Mr.
McKenna accepted the Mr. Pelz's friendly amendment. Mr. McKenna stated that the amendment
would read "law, criminal justice, and law enforcement".

Mr. Irons moved amendment Irons-3 . The motion passed by a vote of 6 ayes (Hague, Irons, Lambert,
McKenna, Patterson, von Reichbauer), 5 noes and 2 excused (Pullen, Sullivan).

Mr. Irons moved amendment Irons-4 . The motion failed by a vote of 5 ayes,6 noes and 2 excused
(Pullen, Sullivan).

Ms. Patterson moved amendment Sullivan-1 . The motion passed by a vote of 11 ayes, 0 noes and 2
excused (Pullen, Sullivan).

Jim Brewer, Legal Counsel, responded to members' questions.

The Committee-of-the-Whole recessed at 10:58 a.m. and reconvened at 11:12 a.m.

motion carried by the following vote:

AN ORDINANCE approving and adopting the collective bargaining agreement and five
memoranda of agreement negotiated by and between King County and Washington State
Council of County and City Employees, Council 2, Local 2084SC-S (Superior Court
Supervisors - Wages Only) representing employees in the superior court and establishing the
effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee on Proposed Ordinance 2002-0551 and responded
to members' questions. Alex Golan, Labor Negotiator, King County Labor Relations, and Kathy
Oglesby, Labor Liason, Executive Division, also responded to questions.

Councilmember Dow Constantine moved Proposed Ordinance 2002-0551.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 10 - Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr.
Constantine, Ms. Hague, Mr. Irons and Ms. Patterson

Proposed Ordinance No. 2002-0552

AN ORDINANCE appropriating $81,331 from the current expense fund salary and wage
contingency, to the superior court implementing the collective bargaining agreement
negotiated between King County and Local 2084SC-S (Superior Court Supervisors - Wages
Only); and amending the 2002 Budget Ordinance, Ordinance 14265, Sections 30 and 37, as
amended.
Mr. Phillips moved Proposed Ordinance 2002-0552.
 
A motion was made by Mr. Phillips that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 10 - Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr.
Constantine, Ms. Hague, Mr. Irons and Ms. Patterson
No: 0

Other Business
Councilmember Jane Hague moved to add Proposed Ordinance 2002-0562 to the November 18, 2002
Council agenda for introduction and possible action. The motion passed.

There being no further business to come before the committee, the meeting was adjourned at 11:42
