The meeting was called to order at 1:33 p.m.

Approval of Minutes of January 21, 2003

Mr. von Reichbauer moved to approve the minutes of the January 21, 2003 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Ms. Edmonds reported on the Seattle King County Board of Health meeting. The Board elected
three health professionals: Frankie Manning, a nurse who can offer a great wealth of experience;
Dr. George Counts, a physician at the University of Washington and Dr. Bud Nicola, former public
health director in King County and a former public health official for Pierce County. The Board
also elected Ms. Edmonds as chair, and 3 vice chairs: Councilmember Larry Gossett, representing
the Metropolitan King County Council; Councilmember Margaret Pageler, representing the City of
Seattle, and Mayor Dave Hutchinson, Lake Forest Park, representing the suburban cities. Ms.
Edmonds indicated the Board also updated codes regarding milk products.

Mr. Irons reported on the "We the People" High School Civics Competition, a statewide competition
bringing together students from ten high schools from different districts to Olympia to compete on
their knowledge of the Constitution, Bill of Rights and European history. Mr. Irons indicated that
Tahoma High School has repeated its history of finishing in first place in the state, and will be
competing in the finals.
Ms. Patterson also commented on the competition, indicating that Mt. Rainier High School took third
place. She expressed her desire to invite the Tahoma and Mt. Rainier High school teams to come
before the Council to be recognized.
