Call to Order
The meeting was called to order at 1:36 p.m.

Mr. Irons led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of February 18, 2003

Mr. von Reichbauer moved to approve the minutes of the February 18, 2003 meeting without
reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. Phillips reported on the WRIA 8 Forum, indicating the Forum consists of elected officials
throughout the greater Lake Washington communities. Their focus is on salmon recovery and meet
to make sure the work plan and conservation plan that is being developed for recovery is moving
along. The Forum discussed issues related to service providers and King County will continue in
that role. The Forum also set priorities for funding for the King County conservation district.

Ms. Lambert briefed the Council on Update on Public Trust and Confidence. This group looks for
ways to educate people on what to expect from the courts, their role and their decisions. The group
discussed ways to inform the public about laws that may need to be changed.

Ms. Lambert reported on COAD, Washington State Community Organizations Active In Disaster.
She indicated the 14th COAD is being formed in her district and will be called the Snoqualmie/North
Bend COAD. COAD's consist of citizens from all over the area who volunteer to help in an
emergency or disaster. The first meeting of this newly formed COAD will be March 11. Ms. Lambert
also indicated a COAD has already been formed between Carnation and Duvall and has made great
progress. These COAD's were the subject at a recent meeting of FEMA, Federal Emergency
Management Agency, and King County was complimented on being one of the most progressive
places in the state in getting people to work together.

Ms. Lambert commented on her viewing and walking through the area of the proposed sex predator
site in North Bend.

Ms. Edmonds introduced two new health professional members of the Seattle-King County Board of
Health, Frankie Manning, Associate Director of Nursing Service for the VA Puget Sound Health
Care System, and Dr. Bud Nicola, Senior Consultant for Center for Disease Control and Prevention
in Atlanta, Georgia, and who is currently working on a special project at the University of
Washington. Both individuals made brief remarks.
Ms. Edmonds also reported on the activities of the Board of Health. She indicated that smallpox
vaccinations have begun. The Board heard a report on school inspection fees and also a briefing on
a proposal to ban mercury fever thermometers. She also indicated that a public health bill that
would provide a vote of the people on the November ballot, for a property tax increase to fund public
health, was introduced in the Legislature.

Mr. von Reichbauer acknowledged the passing of Edna Verzani, an attorney, who was a strong
leader in South King County, and Veda Jellen, whose friendship crossed party lines and was loved by
all.

Honoring the 2002-2003 Hubert Humphrey Fellows currently taking courses at the University
of Washington and pursuing professional development opportunities throughout the northwest.
Chair Sullivan invited Mr. Steve Barham, International Program Coordinator of the Hubert H.
Humphrey Fellowship Program and those individuals participating in the 2002-2003 program to the
podium. She read the Recognition and invited the individuals present to speak. They are: Ms.
Mahbooba Panna, Bangladesh; Ms. Eva Vrbova, Czech Republic; Ms. Haryatiningsih "Ning"
Moedjodo, Indonesia; Ms. Adji Arame Diop Thiaw, Senegal; Mr. Aivar Rahno, Estonia; Ms. Valeria
Esther Nigri Musafir, Brazil; and Mr. Junha Park, Korea. Mr. Barham also made comments.
Honoring Yvonne Ervin-Carr who was awarded the NABSE outstanding teacher award.
Mr. Gossett read and presented the Recognition to Yvonne Ervin-Carr. Ms. Ervin-Carr introduced
family members in attendance and thanked the Council.

King County and the city of Kent for transfer of the Kent pool to the city; and declaring an
emergency.
On 12/16/2002, a public hearing was held and closed.
Grover Cleveland, Government Affairs Officer, Director's Office, Department of Natural Resources
and Parks, answered questions of the Council.

The enacted number is 14574.

AN ORDINANCE providing for the submission to the qualified electors of King County at
a special election to be held in King County on May 20, 2003, of a proposition to protect
the public's investment in parks by authorizing a property tax levy in excess of the levy
limitation contained in chapter 84.55 RCW, for a six-consecutive-year period, at a rate of
not more than $0.05 per one thousand dollars of assessed valuation, for the purpose of
providing funding to enable the continued operation and improved maintenance of King
County's regional and rural parks and recreation facilities.

Mr. von Reichbauer commented on the recent story of the rescue of the mountain climbers on Mt.
