The meeting was called to order at 1:40 p.m.

Approval of Minutes of April 7, 2003

Mr. von Reichbauer moved to approve the minutes of the April 7, 2003 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. Irons reported on the Eastside Transportation Partnership. The members continued their
broad-ranging discussion on transportation, and had an update on Sound Transit. Mr. Irons
indicated a subcommittee is working on defining project lists for further discussion on Phase I of
Sound Transit. The ETP will continue to work with Sound Transit in defining projects.

Mr. McKenna briefed the Council on the second meeting of the Regional Transportation Investment
District Outreach held in Bellevue. He reported that 40-50 people were in attendance and the
members received excellent staff presentation. Mr. McKenna expressed appreciation to the staff of
the county, State Department of Transportation and city staff for their support. The members will
meet on Thursday, April 17, in Kent and in Renton on April 29.

Mr. McKenna reported on the Regional Transportation Investment District Executive Board meeting.
He indicated the Board focused on legislative issues, had updates on pending bills in Olympia and
discussed the outreach process in more detail. The Board also discussed the convening stakeholder
meeting as proposed by Councilmember Patterson. There was discussion on having three of these
meetings, one in each county. This subject will continue to be discussed.

Ms. Hague briefed the Council on the Puget Sound Regional Council Growth Management Policy
Board meeting. The Board had a presentation on Growth Management and Hearing Board activities
over the past few years. Ms. Hague indicated that the Board adopted criteria for designating new
manufacturing and industrial centers in the Puget Sound region. The Board will meet again on May
8.

Ms. Edmonds reported on the Washington State Board of Health . She indicated the Board received
a briefing on the West Nile virus and a presentation from a representative of Governor Locke's office
on his priorities for health. Ms. Edmonds indicated that public health was a high priority in the
Governor's budget.
