Councilmember Barón moved approval of the March 12, 2025 meeting minutes. There  
being no objections, the minutes were approved.

Gene Paul, Council staff, briefed the committee and answered questions from the  
members.  
Councilmember Mosqueda moved Amendment 1. The Amendment was adopted.

AN ORDINANCE providing for the submission to the qualified electors of King County at a special  
election to be held in King County on August 5, 2025, of a proposition authorizing a property tax levy in  
excess of the levy limitation contained in chapter 84.55 RCW for a period of six consecutive years, at a  
total rate of not more than $0.2351 per one thousand dollars of assessed valuation in the first year and  
limiting annual levy increases by the King County inflation plus population index published by the King  
County office of economic and financial analysis, or the chapter 84.55 RCW limitation, whichever is  
greater in years two through six for the purpose of maintaining and operating King County's open space  
system; improving parks, recreation, access, and mobility in King County by acquiring lands and  
continuing to develop and support parks, recreation facilities, and regional trails; improving parks and  
trails in and acquiring lands by metropolitan parks districts, towns and cities in King County; funding  
environmental education, maintenance and conservation programs at the Woodland Park Zoo; funding  
environmental education, maintenance and conservation programs at the Seattle Aquarium; funding  
development, maintenance, and programming for Seattle's Waterfront park; funding environmental and  
climate stewardship and education at Pacific Science Center; funding a capital project at Memorial  
Stadium; and funding capital improvements at public pools, for all King County residents.  
Sherrie Hsu, Jake Tracy, and Brandi Paribello, Council staff, briefed the committee  
and answered questions from the members. Warren Jimenez, Division Director, Parks  
and Recreation Division, Department of Natural Resources and Parks (DNRP), John  
Taylor, Director, Department of Natural Resources and Parks, and Dwight Dively,  
Director, PSB, also addressed the committee and answered questions from the  
members.  
Councilmember Barón moved Striking Amendment S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 1 to S1. The Amendment was adopted.  
Councilmember Barón moved Amendment 2 to S1. The Amendment was adopted.  
Title Amendment T1 was not offered.  
Councilmember Barón moved Title Amendment T2. The Amendment was adopted.

Councilmember Barón moved Striking Amendment S1. The Amendment was adopted.  
Councilmember Barón moved Amendment 1 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 2 to S1. Councilmember Mosqeuda  
offered an oral amendment to Amendment 2. On line 4, strike "The executive should  
submit a report on the plan no later than April 30, 2026." and on line 72 of S1 strike “,  
F.,” . Amendment 2 was adopted with the oral amendment accepted as friendly.  
Councilmember Mosqeuda moved Amendment 3 to S1. The Amendment was adopted.  
Councilmember Mosqeuda moved Amendment 4 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 5 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 6 to S1. Councilmember Mosqueda  
offered an oral amendment to Amendment 6 to add ",if permittable" on line 10 after  
"Steve Cox park". Amendment 6 was adopted with the oral amendment accepted as  
friendly.  
Councilmember Mosqueda moved Amendment 7 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 8 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 9 to S1. The Amendment was adopted.  
Councilmember Mosqueda moved Amendment 10 to S1. The Amendment was  
adopted.  
Councilmember Mosqueda moved Amendment 11 to S1. The Amendment was  
adopted.  
Councilmember Dembowski offered an oral amendment to Attachment A. In the first  
bullet in Footnote 16, after “acquisitions” insert “and improvements to parks”. The oral  
amendment was adopted.  
Title Amendment T1 was not offered.  
Councilmember Barón moved Title Amendment T2. The Amendment was adopted.  
A motion was made by Councilmember Barón that this Motion be
