Call to Order
The Law, Justice and Human Services Committee meeting was called to order at 9:40 a.m. in the
Metropolitan King County Council Chambers by Chair Larry Gossett.

1. Approval of Minutes of March 6, 2003
A motion was made by Councilmember Lambert to approve the meeting minutes of March 6, 2003 as
presented. The motion passed.

A MOTION confirming the executive's appointment of Jacqueline V. MacLean as director,
King County department of community and human services.
Doug Stevenson, Council Staff, briefed and answered questions form the Committee.

Calvin Hoggard, Chief of Staff, King County Executive's Office, introduced Jackie MacLean and
answered questions from the Committee.

A motion was made by Ms. Edmonds that this matter be Recommended Do Pass. The motion

A MOTION in recognition of the fortieth anniversary of the Supreme Court decision Gideon
v. Wainwright affirming the constitutional right of all to legal representation when accused
of a crime, regardless of economic circumstance and recognizing the contribution of the
county's public defender agencies.

Bob Boruchowitz, The Defender Association, Dave Chapman, Director, Associated Counsel for the
Accused, Ann Daly, Director, Society of Counsel Representing Accused Persons and Eileen Farley,
Acting Director, Northwest Defenders Association, briefed and answered questions from the
Committee.

Jackie MacLean, Director, Department of Community and Human Services and Anne Harper, King
County Public Defender, Office of the Public Defender, were present to answer questions from the
Committee.
 
A motion was made by Ms. Lambert that this matter be Recommended Do Pass. The motion

A MOTION authorizing the King County sentencing reform panel to submit its proposed
expenditure plan to the Washington state Division of Alcohol and Substance Abuse for the
use of state criminal justice treatment account funds for the treatment of King County drug
diversion court participants.
Doug Stevenson, Council Staff, briefed and answered questions from the Committee.

Mary Taylor, Drug Court Manager, Department of Judicial Administration, and Jim Vollendroff,
Assistant Manager, Department of Community and Human Services, answered questions from the
Committee.

A motion was made by Councilmember Edmonds to adopt the amendment. The motion passed 4-0
with Councilmembers Pelz, Pullen and McKenna excused.
 
A motion was made by Ms. Lambert that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Committee.

Dan Satterberg, Chief of Staff, Prosecuting Attorney's Office, The Honorable Wesley Saint Clair,
Presiding Judge, King County District Court, The Honorable Jeff Ramsdale, Chief Criminal Judge,
King County Superior Court, The Honorable Mike Tricky, Assistant Presiding Judge, King County
Superior Court, and Ann Harper, King County Public Defender, answered questions from the
Committee.
