Councilmember Balducci moved approval of the minutes of the July 29, 2025  
meeting. Seeing no objections, the minutes were approved.

A MOTION acknowledging receipt of a report on the results of an analysis of racial disparities in  
response to infractions as required by the 2025 Annual Budget Ordinance, Ordinance 19861, Section  
54, Proviso P1.  
Leah Krekel-Zoppi, Council staff, briefed the committee. Dr. Jennifer Albright, Deputy  
Chief of Administration, Department of Adult and Juvenile Detention, and Allen  
Nance, Director, Department of Adult and Juvenile Detention, also addressed the  
committee and answered questions from the members.  
This matter was Deferred

A MOTION acknowledging receipt of a plan for use of the west wing of the King County Correctional  
Facility as an area to provide alternatives to secure detention services as required by the 2025 Annual  
Budget Ordinance, Ordinance 19861, Section 54, Proviso P2.  
Leah Krekel-Zoppi, Council staff, briefed the committee and answered questions from  
the members. Steve Larsen, Deputy Director, Department of Adult and Juvenile  
Detention, and Susan Mclaughlin, Division Director, Behavioral Health and Recovery  
Division, Department of Community and Human Services, also addressed the  
committee and answered questions from the members.  
A motion was made by Councilmember Balducci that this Motion be  
Recommended Do Pass Consent. The motion carried by the following vote:

A MOTION acknowledging receipt of an independent monitoring report on the confinement of juveniles  
in county detention facilities as required by the 2025 Annual Budget Ordinance, Ordinance 19861,  
Section 54, Proviso P3.  
Leah Krekel-Zoppi, Council staff, briefed the committee and answered questions from  
the members. Allen Nance, Director, Department of Adult and Juvenile Detention,  
and Kathryn Olson, Independent Monitor, also addressed the committee and  
answered questions from the members.  
Councilmember Balducci moved Amendment 1. The Amendment was adopted.  
A motion was made by Councilmember Balducci that this Motion be  
Recommended Do Pass Substitute. The motion carried by the following vote:
