Mr. von Reichbauer moved to approve the minutes of the June 3, 2002 meeting without reading.

Reports on Special and Outside Committees

Mr. McKenna briefed the Council on his attendance of the Eastside Transportation Partnership
meeting. The ETP is a coalition of all the eastside cities, from Bothell to Issaquah and Renton and
includes King County. The ETP discussed proposals on what should be included in a transportation
improvement package, what projects should be funded, and the role of Sound Transit. The next
meeting will be in late June or early July.

Ms. Patterson commented on a report she received from Andrew Noble who attended the special
meeting of the South County Area Transportation Board. The Board discussed the regional
transportation improvement district. It approved a letter to the Council asking that a councilmember
representing South King County be appointed to the RTID Executive Committee. Ms. Patterson
indicated there was an extensive discussion regarding State Route 167, including approval of a letter
to Executive Sims and the Council asking for support in redesignating State Route 167 as part of the
I-405 transportation corridor.

Mr. Pelz briefed the Council on his participation in the Sound Transit Executive meeting. He
indicated there was an extensive briefing on the community development fund and approval of a
motion to the executive regarding a memorandum of agreement between Sound Transit, King County
and the city of Seattle, defining the terms and conditions of the tunnel contract.

 
Plat Tracing

Woodside at McGarvey Parks Division 4 - Council District 9
Ms. Hague moved to adopt the DDES finding of fact that the final plat of Woodside at McGarvey
Parks Division 4 complies with the conditions of preliminary plat approval and other applicable
laws, and that the Chair is authorized to signify Council approval by signing the final plat at the end
of the meeting. Seeing no objection, the Chair so ordered.
 
Special Items
4.
Recognizing Dr. Sherwin Shinn, an Issaquah dentist who founded the non-profit International
Smile Power Foundation to provide free dental care to children in developing countries.
Mr. Irons read and presented the recognition to Dr. Shinn. Dr. Shinn introduced six-year-old
Alfonso from Bolivia, and made comments about the Smile Power Foundation. While thanking the
Council, he acknowledged his wife Gerry and Kathleen Stager from the Foundation.
Recognizing Lois Frank, who is retiring after 32 years as an educator in the State of
Washington, including the past nine years as the Director of Staff Development in the Lake
Washington School District.
Mr. McKenna commented on Lois Frank's accomplishments and leadership as an educator. He
acknowledged members of her family, staff development department personnel and friends who were
present.
