Call to Order
The meeting was called to order at 9:41 a.m.

Approval of Minutes

The minutes of the October 14, 2003, December 9, 2003, and February 10, 2004 meetings were
approved as presented.

Proposed Motion No. 2003-0500 Mr. von Reichbauer
A MOTION confirming the executive's appointment of Robert Blumenfeld, who resides in
council district seven, to the King County section 504/Americans with Disabilities Act
advisory committee.
Joanne Rasmussen, Council Staff, briefed the committee. Robert Blumenfeld, appointee to the King
County Section 504/Americans with Disabilities Act Advisory Committee, answered questions from
the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Patterson, Ms. Hague, Mr. Constantine and Mr. Irons
No: 0
Excused: 1 - Mr. Pelz

Proposed Motion No. 2003-0529 Ms. Lambert
A MOTION confirming the executive's appointment of Stephen Wehner, who resides in
council district three, to the King County board of appeals and equalization.
Joanne Rasmussen, Council Staff, briefed the committee. Mr. Wehner, appointee to the King County
Board of Appeals and Equalization, answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Hague
A MOTION confirming the executive's appointment of Joan Enticknap, who resides in
council district four, to the Washington state major league baseball stadium public facilities
district.
Joanne Rasmussen, Council Staff, briefed the committee. Ms. Enticknap, appointee to the
Washington State Major League Baseball Stadium Public Facilities District, answered questions
from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Motion No. 2004-0097 Ms. Edmonds
A MOTION authorizing the publication and distribution of a local voters' pamphlet in
conjunction with a special election.
David Randall, Council Staff, briefed the committee and answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0119 Ms. Patterson
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional & Technical
Engineers, Local 17 (Information Technology), representing employees in the department
of executive services (information and telecommunications division; records, elections and
licensing services division; finance and business operations division; facilities management
division; and office of emergency management); department of community and human
services; department of adult and juvenile detention; department of development and
environmental services; department of judicial administration; and department of natural
resources and parks; and establishing the effective date of said agreement.

Proposed Motion No. 2003-0298 Mr. Constantine, Ms. Patterson, Ms.
Sullivan and Mr. Phillips
A MOTION endorsing the extension of the pilot productivity initiative to the wastewater
capital improvement and asset management programs for the purpose of saving ratepayers
money while ensuring continuing high-quality operation of the county's wastewater utility.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members.
Christie True, Manager, Major CIP Section, Wastewater Treatment Division, DNRP, answered
questions from the members.

Eric Mandel, Technical Employees Association (TEA) Officer, and Ken Madden, President, TEA,
appeared before the committee to offer public comment.

A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.

AN ORDINANCE relating to the county's negotiated procurement provisions; making
technical corrections; and amending Ordinance 12138, Section 19, as amended, and K.C.C.
4.16.155.
