Mr. Phillips reported on the Cedar River Council, founded almost ten years ago. The Council's
purpose is to enhance and promote the health of the Cedar River and has been meeting continuously. The last meeting was devoted to reviewing the purposes and mission of the Cedar River compared to the potential work plan for 2003, which will be formally adopted at the next meeting. Ms. Hague reported on her attendance at the Sound Transit Board Meeting. The Board approved several contracts, and had a briefing on the safety plan associated with light rail going through MLK Way. Ms. Hague briefed the Council on the Puget Sound Regional Council. At its recent meeting, she cast King County's votes in support of the budget. The Board honored Mr. Bob Drewel, Snohomish County Executive, for his twelve years of service on the PSRC Board. Mr. Drewel gave the keynote address. Mr. McKenna briefed the Council on the I-405 Project Executive Committee. He indicated that most of the meeting was taken up with a presentation from the State Department of Transportation and its consultants concerning high occupancy toll lanes. The Committee reviewed the experience of San Diego and has directed the DOT staff to put together a more detailed analysis for the potential application of high occupancy toll lane technology to I-405. Mr. McKenna briefed the Council on the Transportation Improvement Board, a state agency that is responsible for allocating approximately one hundred million dollars per year to cities and counties through a competitive grants process. A key feature of the meeting in Bellingham was discussing how the Transportation Improvement Board might be involved in allocating some portion of any new law revenue that becomes available as a result of state legislative action. Mr. McKenna indicated that other counties and cities in the state compete for these competitive grants. The Board focused on grants aimed at small cities in particular and has asked staff to forward its recommendations to the Legislature. The Transportation Improvement Board's next meeting will take place in Pullman. |
