Reports on Special and Outside Committees
2.
Mr. Irons reported on the Cedar River Council. The council had its annual work study session and
discussed last year's accomplishment, next year's work plan and what it can accomplish with the
resources available. It was a very good overview of past projects and amoralism

Ms. Hague reported on the Puget Sound Regional Council AdHoc Committee, which is looking at the
right-of-way of the Burlington Northern/Santa Fe rails that branch from Renton to Snohomish. After
two very productive meetings and the support of Washington State Department of Transportation,
Sound Transit, King County and the Puget Sound Regional Council, the committee approved the
following recommendations:
The Transportation Policy Board should recommend to the Executive Board and the Regional
Council a response to BNSFR regarding preservation of the eastside rail corridor through a variety
of processes. The Puget Sound Regional Council welcomes the continued cooperation of the BNSFR
to identify key data and information that will help understand the full implications and costs of such
a potential decision. While working with the BNSFR, the region will also conduct in-depth technical,
policy and legal analyses, led by the Regional Council and the WSDOT, in cooperation with all
local jurisdictions along the corridor and other interested parties having current or future
multimodal transportation interests. The council is particularly interested in identifying
encroachments and the size of the right-of-way early on so that it can go ahead with rail to trail
banking and have the ability to avoid a lot of the legal complications that have occurred the
purchase of other rights-of-way.

Mr. Irons reported on the Growth Management Planning Council. The council discussed land use
amendments to the Comprehensive Plan that are before the King County Council. The council also
discussed urban separators and some of the potential modifications to the urban growth line.
Additional items of discussion were proposals to move urban growth lines in Enumclaw and
Redmond and the council's support of the city of Burien as an urban center.

Mr. Pelz briefed the council on the Sound Transit Board. Joni Earl, Chief Executive Officer of the
Sound Transit Board, gave a report on the reorganization of the agency. Sound Transit has three
different lines of business: express bus, commuter rail, and light rail. Each line had its own
department. The reorganization will move express bus and commuter rail into operations and new
construction. The operations of commuter rail, express bus and light rail in Tacoma will be in one
department. The capital programs for commuter rail and express bus will also be in one department.
The link light rail in King County will remain in its own department.

Mr. Phillips reported on the Watershed Resource Inventory Area 8 Steering Committee. The
members are beginning to look at the 2005-2010 period of time to determine what will come after the
plan for salmon conservation and salmon habitat conservation is adopted. The committee discussed
how to measure implementation, what does implementation look like, how quickly can effectiveness
be measured and when should regional leaders reconvene to begin looking at future planning. The
committee also discussed expectations of benefits after other jurisdictions involved make their
commitments. A presentation was given on the next round of recommendations to the Salmon
Recovery Funding Board. The board accepted the staff's recommendations and moved them forward
to the Salmon Recovery Board.

Budget Ordinance, Ordinance 14797, Section 123, as amended, and Attachment C, as
amended.
On 6/1/2004, a public hearing was held and closed.
The enacted number is 14934.

Mr. Gossett moved to relieve the Budget and Fiscal Management Committee and to take action on
Proposed Ordinance 2004-0234. Seeing no objection, the Chair so ordered.

Linda Dougherty, Director, Road Services Division, answered questions of the Council.
A motion was made by Mr. Gossett that this matter be Passed. The motion carried by the
