The meeting was called to order at 3:07 p.m.

Approval of Minutes

The minutes of the April 7, 2004 meeting were approved as presented.
2. Chair's Report
The Chair noted a briefing on Homeland Security issues will be presented at the June meeting. He
also distributed information on recent news reports about regulatory changes to the federal Section 8
housing voucher program.
3. Public Comment

Proposed Ordinance No. 2004-0125 Mr. Ferguson and Ms. Edmonds
AN ORDINANCE relating to the timing for planning for waste export and annually
reporting the solid waste division's progress toward objectives identified in the
comprehensive solid waste management plan; amending Ordinance 14326, Section 14, and
Ordinance 7737, Section 2, as amended, and K.C.C.10.24.020.

- Task Force on Regional Human Services
- 2004 Work Plan for the Regional Policy Committee
Beth Mountsier, Committee Staff, briefed the committee and answered questions on the RPC Health
and Human Services work plan.

Bruce Brooks, Co-Chair, Task Force on Regional Human Services, briefed the members and
answered questions from the members on the agenda for the May 13 task force retreat and the work
plan for the task force.

Briefing No. 2004-B0083
Briefing on the King County Commission on Governance Report and Recommendations,
March 2004
Beth Mountsier, Committee Staff, briefed the committee on three areas from the King County
Commission on Governance Report and Recommendations report:
- fundamental shift in Criminal Justice Policy
- Forward Thrust for Human Services
- Growth Management Act implementation

Judge Wesley Saint Clair, Presiding Judge, District Court, offered comments on the governance
report.
