The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:42
P.M.

The minutes of December 5, 2002 meeting were approved as written.

Proposed Motion No. 2002-0455 Mr. Pelz
A MOTION confirming the executive's appointment of Clinton Bostwick, who resides in
King County council district nine, to the King County noxious weed control board,
representing weed district five.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0455. Mr. Bostwick
was present to brief and answer questions from the Committee on his appointment to the King
County noxious weed control board. This matter passed out of committee subject to signatures.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Mr. Irons and Mr. Phillips
No: 0
Excused: 2 - Mr. von Reichbauer and Mr. Constantine

Proposed Motion No. 2002-0456 Mr. Constantine
A MOTION confirming the executive's appointment of John Browne, who resides in King
County council district eight, to the King County noxious weed control board, representing
weed district three.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0456. Mr. Browne
was present to brief and answer questions from the Committee on his appointment to the King
County noxious weed control board. This matter passed out of committee subject to signatures.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Noxious Weeds Annual Report and Acknowledgement of Service by Program
Administrator
Monica Clarke, Council Staff, briefed the Committee on the Noxious Weeds Annual Report. Jane
Wentworth, Program Manager, King County Noxious Weed Control Program was present to brief
and answer questions from the Committee on the program. Ms. Wentworth was presented with an
Acknowledgement of Service by Chair Edmonds and Councilmember Larry Phillips.
This matter was Presented.

Proposed Substitute Motion No.
2003-0041.2
Ms. Edmonds
A MOTION approving the Parks Division's January 31, 2003 report on the comprehensive
costs and revenues associated with operating and maintaining grass and sand ballfields and
approving a fee structure as required by Ordinance 14509.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0041. Tom Koney,
Program Manager/Analyst, Parks Division was present to brief and answer questions from the
Committee. There was an amendment adopted as amended. The following people were present to
offer public testimony to the Committee.

A motion was made by Mr. Irons that this matter be Passed Out of Committee Without a
