Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:40 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.

Present: Mr. Constantine, Mr. Pullen, Mr. Gossett, Ms. Hague and Ms. Sullivan

 
1. Approval of Minutes - April 23, 2002
The minutes of the April 23, 2002 meeting of the Labor, Operations and Technology Committee were
approved.

 
Discussion and Possible Action

 
Proposed Ordinance No. 2002-0120

AN ORDINANCE establishing the date for an election on the question of increasing the
number of commissioners serving King County fire protection district no. 13.
David Randall, Council Staff, briefed the committee.
 
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 5 - Mr. Constantine, Mr. Pullen, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0

Proposed Ordinance No. 2002-0203

AN ORDINANCE adopting the revision of voting precincts of King County for the year
2002.
David Randall, Council Staff, briefed the committee. Bob Roegner, Manager, Records and Elections,
and Harry Sanders, GIS Supervisor, Records and Elections, answered questions from the members.
 
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 5 - Mr. Constantine, Mr. Pullen, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0

Proposed Ordinance No. 2002-0184

AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by
and between King County and International Brotherhood of Teamsters Local 117
representing employees in the prosecuting attorney's office; and establishing the effective
date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Dave Gaba, Manager, Labor Relations,
Department of Executive Services, Karen Place, Labor Negotiator, Department of Executive Services,
and Joe Tessier, Lead Negotiator, International Brotherhood of Teamsters Local 117, answered
questions from the members.
 
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 4 - Mr. Constantine, Mr. Pullen, Mr. Gossett and Ms. Sullivan
No: 0
Excused: 1 - Ms. Hague

 
Proposed Ordinance No. 2002-0196

AN ORDINANCE approving and adopting the collective bargaining agreement and four
memoranda of agreement negotiated by and between King County and Washington State
Council of County and City Employees, Council 2, Local 2084SC (superior court - staff -
wages only) representing employees in the superior court and establishing the effective date
of said agreement.
Mike Alvine, Council Staff, briefed the committee. Bob Railton, Labor Negotiator, Department of
Executive Services, John Cole, Union Staff Representative, Washington State Council of County and
City Employees, Council 2, Local 2084-SC, Dave Gaba, Manager, Labor Relations, Department of
Executive Services, and Kathy Oglesby, Labor Liason to the King County Executive, answered
questions from the members.

Mr. Constantine deferred action on this item until the end of the agenda.

The committee recessed from 11:02 a.m. until 11:32 a.m.
 
A motion was made by Mr. Pullen that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 3 - Mr. Constantine, Mr. Pullen and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

 
Proposed Motion No. 2002-0156

A MOTION related to education of county employees about the Public Employees'
Retirement System Plan 3 retirement option; responding to a 2002 budget proviso.
Mike Alvine, Council Staff, briefed the committee. Kerry Schaefer, Manager, Benefits and Well-Being,
Department of Executive Services, answered questions from the members.
 
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 4 - Mr. Constantine, Mr. Pullen, Mr. Gossett and Ms. Sullivan
No: 0
Excused: 1 - Ms. Hague

 
Other Business
Mr. Constantine announced a special meeting of the Labor, Operations and Technology Committee
would be held May 29, 2002 at 9:30 a.m., in the Southwest Conference Room of the King County
Courthouse.

 
Adjournment
The meeting was adjourned at 11:41 a.m.
