	Call to Order
		The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 11:40 a.m. by Madam Chair Cynthia Sullivan.

1.	Additions to the Council's agenda of February 18, 2003
	Additions to the Council's agenda of February 18, 2003
		Proposed Ordinance 2003-0070 was placed on the Metropolitan King County Council's agenda for introduction and action.



2.	Approval of Minutes of January 27, 2003 and February 3, 2003

		Councilmember Gossett moved to approve the meeting minutes of January 27, 2003 and February 3, 2003 as presented. The motion passed.

		A MOTION confirming the executive's appointment of Mark Endresen to the King County commission on governance.
		Scott White, Council Staff, briefed and answered questions from the Committee. A motion was made by Councilmember Patterson to adopt Amendment #1 and the Title Amendment. The motion passed 8-0 with Councilmembers Hague, Irons, Pelz, Phillips and Pullen excused.

		A motion was made by Ms. Patterson that this matter be Recommended Do Pass Substitute Consent. The motion carried by the following vote:
