	Call to Order
		The meeting of the Natural Resources, Parks and Open Space Committee was called to order by Chair Edmonds at 1:35 p.m.

	Roll Call
		Present: Ms. Edmonds, Mr. Irons and Mr. Constantine Excused: Mr. Phillips and Mr. von Reichbauer

	Approval of Minutes

		The minutes of February 20, and March 6, 2003 meeting were approved as written.

	Discussion and Possible Action

		Proposed Ordinance No. 2003-0078	Ms. Edmonds, Ms. Patterson and Mr. von Reichbauer


		AN ORDINANCE authorizing the executive to enter into an agreement between King County and the Northwest Center for transfer of the Mt. Rainier pool in Des Moines to the Northwest Center.
		Deferred

	4.
		Proposed Substitute Motion No. 2003-0096.2	Ms. Edmonds


		A MOTION approving the parks division's March 6, 2003, program policies and project selection guidelines for distribution of funds for the association development and operating partnerships program, as required by Ordinance 14517.
		Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0096. There was an amendment and Strinking amendment adopted.
		A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:
	Votes:
		Yes: 3 - Ms. Edmonds, Mr. Irons and Mr. Constantine No: 0 Excused: 2 - Mr. Phillips and Mr. von Reichbauer


	5.
		Proposed Substitute Ordinance No. 2003-0108.2	Ms. Edmonds and Ms. Lambert


		AN ORDINANCE authorizing the executive to enter into an interlocal agreement between King County and the Si View metropolitan park district for transfer of Si View park, Shamrock park and Si View community center and pool to the city; and declaring an emergency.
		Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0108. There was an amendment adopted.
		A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:
	Votes:
		Yes: 3 - Ms. Edmonds, Mr. Irons and Mr. Constantine No: 0 Excused: 2 - Mr. Phillips and Mr. von Reichbauer

		Proposed Substitute Ordinance No. 2003-0109.2	Ms. Edmonds and Mr. Pullen


	AN ORDINANCE authorizing the executive to enter into an interlocal agreement between King County and the city of Enumclaw for transfer of the Enumclaw pool to the city; and declaring an emergency.
	Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0109. There was an amendment adopted.
	A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:

	Yes: 3 - Ms. Edmonds, Mr. Irons and Mr. Constantine No: 0 Excused: 2 - Mr. Phillips and Mr. von Reichbauer

	AN ORDINANCE authorizing the executive to enter into an interlocal agreement between King County and the city of Enumclaw for transfer of the Enumclaw golf course to the city; and declaring an emergency.
	Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0110. There was an amendment adopted.
	A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:
Votes:
	Yes: 3 - Ms. Edmonds, Mr. Irons and Mr. Constantine No: 0 Excused: 2 - Mr. Phillips and Mr. von Reichbauer
