Vice Chair Dembowski moved approval of the November 13 and 14, 2024, meeting  
minutes. There being no objections, the minutes were approved.

Ordinance 19361 with the Washington state Department of Ecology for loan financing for a wastewater  
capital project.

AN ORDINANCE making a net supplemental appropriation of $25,114,000 to various general fund  
agencies, a net supplemental appropriation of $101,179,000 to various non-general fund agencies and a  
net supplemental appropriation of $1,944,800 from various capital fund budgets; and amending the  
2023-2024 Biennial Budget Ordinance, Ordinance 19546, Sections 21, 21, 23, 40, 42, 42, 46, 47, 49, 61,  
65, 72, 72, 83, 83, 91, 91, 107, 120, and 129, as amended, and Attachment A, as amended.  
April Sanders, Council staff, briefed the committee. Councilmember Dembowski  
moved striking amendment S1. Councilmember Dembowski moved amendment 1 to  
S1, and title amendment T1. Amendment 1 to S1 and T1 were adopted. Striking  
amendment S1 as amended was adopted.

Mike Leahy, AFIS Regional Manager, King County Sheriff's Office (KCSO) and  
Geoffrey Thomas, Chief of Staff, KCSO, briefed the committee and answered  
questions from the members. Sam Porter, Council staff, provided an overview of the  
approval process for this matter.

AN ORDINANCE authorizing the King County executive to execute an amended and restated residential  
ground lease with an entity comprised of Bridge Housing Corporation and Community Roots Housing for  
the affordable housing elements of the existing mixed-use affordable housing project on county-owned  
land located at the Northgate Park and Pool lot, in council district one.  
Mary Bourguignon, Council staff, briefed the committee. Mark Ellerbrook, Director,  
Capital Division, Metro Transit Department, addressed the committee.
