Chair Gossett called the meeting to order at 9:55 a.m.

The Minutes of June 2, 2004 were approved as presented.

Proposed Ordinance No. 2004-0199 Mr. Gossett
AN ORDINANCE determining the monetary requirements for the disposal of sewage for
the fiscal year beginning January 1, 2005, and ending December 31, 2005, setting the sewer
rate for the fiscal year beginning January 1, 2005, and ending December 31, 2005, and
approving the amount of the sewage treatment capacity charge for 2005; and amending
Ordinance 12353, Section 2, as amended, and K.C.C. 4.90.010, Ordinance 11398, Section
1, as amended, and K.C.C. 28.84.055 and Ordinance 11034, Section 5, as amended, and
K.C.C. 28.84.050.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0199.

Kurt Triplett, Chief of Staff, King County Executive Office; Dennis Barnes, Senior Budget & Finance
Analyst; Christie True, Wastewater Treatment Division, Department of Natural Resources and Parks
and Pam Bissonnette, Director, Department of Natural Resources and Parks answered questions of
the members.

The following persons spoke:

2) Steven Moddemeyer, City of Seattle

The meeting was recessed by the Chair until 12:00 p.m.
The meeting was reconvened by the Chair at 12:20 a.m.

Jim Hattori, King County Financial Advisor; Bob Cowan, Director, Finance and Business
Operations Division, Department of Executive Services answered questions of the members.

A motion was made by Mr. Irons to pass Amendment S1. The motion passed 7 to 0.
This matter was Amended.
A motion was made by Mr. Ferguson that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:

AN ORDINANCE making a supplemental disappropriation of $11,210,000 to fund 3860,
road construction fund, and $0 to fund 1030, road fund, to provide the appropriate level of
appropriation authority; amending the 2004 Budget Ordinance, Ordinance 14797, Sections

123, 62 and 63, as amended, and Attachment C, as amended.
William Nogle and Paul Carlson, Council Staff, briefed the committee and answered questions on
Proposed Ordinance 2004-0145.

AN ORDINANCE relating to proviso language in the 2002 4th Quarter Omnibus
Ordinance, and the 2003 Budget Ordinance regarding the King County Correctional
Facility integrated security electronic project; modifying certain proviso language; and
amending the 2002 Budget Ordinance, Ordinance 14265, Section 199, as amended,
Ordinance 14517, Section 118, as amended, and the 2003 Budget Ordinance, Ordinance
14517, Section 118, as amended.
