Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:44 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.
 
Roll Call
Present: Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
 
Approval of Minutes - March 25, 2003
1.
The minutes of the March 25, 2003 meeting were approved.
Discussion and Possible Action
2. Committee confirmation of a newly created unclassified exempt position in the Sheriff's office.
David Randall, Council Staff, briefed the committee. Jeff Slayton, Associate Legal Counsel,
Prosecuting Attorney's Office, and Anita Whitfield, Human Resources Division Manager,
Department of Executive Services, answered questions from the members.

Mr. Gossett moved confirmation of a new appointed career service exempt position of Chief
Financial Officer in the Sheriff's Office with a pay range of 75. The motion passed by a vote of 4 to
0.

Proposed Ordinance No. 2003-0077 Mr. Phillips
AN ORDINANCE relating to classification titles and pay ranges for appointed, career
service, and civil service positions in the executive branch; and repealing Ordinance 14516,
Section 1.
David Randall, Council Staff, briefed the committee. Anita Whitfield, Human Resources Division
Manager, Department of Executive Services, answered questions from the members.

Mr. Gossett moved amendment 1, replacing Attachment A to the ordinance with a new Attachment A
dated April 22, 2003. The motion passed unanimously.
This matter was Amended.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 4 - Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0
Excused: 0

Briefing

Briefing No. 2003-B0078
King County Council Review of County Election Process
Ellen Hansen, Council Consultant, briefed the committee on the recommendations in her draft final
report on the King County Election Process Review. Ms. Hansen suggested that she observe
implementation of the report recommendations during the May countywide election and report back
to the committee on her findings. Bob Roegner, Manager, Records, Elections and Licensing
Services, responded to the report recommendations.
