Approval of Minutes of July 19, 2004

Mr. Gossett moved to approve the minutes of the July 19, 2004 meeting as presented. Seeing no
objection, the Chair so ordered.
 
Special Items
2.
Presentation of Certificates of Recognition to the Muscular Dystrophy Association and the
International Association of Fire Fighters to Honor Them for Their Joint Efforts in the Fill the
Boot Campaign to Fight Muscular Dystrophy
Mr. von Reichbauer introduced Jean Allenbach, District Director, Muscular Dystrophy Association,
and John Stockman, Redmond Fire Department. He read the recognition and presented it to Ms.
Allenbach and Mr. Stockman. They both thanked the Council.
Presentation of a Certificate of Recognition to honor the No Place for Hate Initiative Which
Calls Upon Citizens to Fight Intolerance and Hatred in Our Community and to Celebrate and
Embrace Diversity.
Mr. McKenna introduced Robert Jacobs, Regional Director, Pacific Northwest Region,
Anti-Defamation League, a 90 year old organization and one of the leading civil rights groups in the
U.S. that initiated the No Place for Hate Program. Mr. McKenna read the recognition and presented
it to Mr. Jacobs. Mr. Jacobs thanked the Council.

 
Reports on Special and Outside Committees

Mr. Pelz reported on the July 22, 2004 meeting of the Sound Transit Board. The Board authorized a
contract for work on the Beacon Hill tunnel and re-authorized the contracts for regional express bus
service with Community Transit, Pierce Transit and King County Metro Transit. These contracts
maintain the buses and provide the drivers for all routes originating in each county.

Ms. Patterson briefed the Council on the Puget Sound Regional Council Executive Board. The
Board recommended 119 priority transportation projects during the years 2005-2007. The PSRC is
the planning organization for the region and one of its main functions is to distribute federal
transportation funds to projects across the region. These funds go to very important projects in
King, Pierce and Snohomish counties. Some of the projects include King County Metro bus
replacement, King County Metro vehicle maintenance overhaul program, extension of light rail to
Sea-Tac Airport, Pacific Highway South International Boulevard redevelopment and King County
Smart Growth Initiative.
Ms. Hague added the Board had a presentation from Discovery Institute on transportation issues.
The Institute was awarded a $10 million grant by the Gates Foundation for 10 years.

Ms. Hague reported on the Puget Sound Regional Council Operations Committee. The committee
announced the hiring of Bill McSherry, Regional Economic Strategy Advisor for the economic
development district of the Puget Sound Regional Council. The committee had a presentation on its
land use model.
Ms. Patterson added that the Transportation Policy Committee of PSRC decided to study three issues
related to transportation in this region in order to make recommendations to the Legislature, i.e.,
funding, transportation governance and how to most effectively prioritize transportation projects.

Ms. Edmonds reported on the Seattle-North King County Transportation Board. The Board had an
update from Deanna Kline on the status of Phase II planning of the Seattle monorail. The Board
also had an update on Sound Transit Phase II planning. The Board will make recommendations to
Sound Transit regarding Phase II planning in September or October, and also discussed local
transportation funding.

Mr. Constantine moved to adopt the DDES finding of fact that the final plat of Redmond Ridge
Division 13 complies with the conditions of preliminary plat approval and other applicable laws, and
that the Chair is authorized to signify Council approval by signing the final plat at the end of the
meeting. Seeing no objection, the Chair so ordered.
Uplands Reserve Phase 2 - Council District 12
Mr. Constantine moved to adopt the DDES finding of fact that the final plat of Uplands Reserve
Phase 2 complies with the conditions of preliminary plat approval and other applicable laws, and
that the Chair is authorized to signify Council approval by signing the final plat at the end of the
meeting. Seeing no objection, the Chair so ordered.

On 7/26/2004, a public hearing was held and closed.

Mr. von Reichbauer introduced Claude Mattox, Phoenix City Council and Michael Johnson, Phoenix
City Council, David Cavazos, Acting Director of Aviation, City of Phoenix, Paul Katsenes, Deputy
Director, Community and Economic Development Department, City of Phoenix, visiting Seattle and
hosted by the Trade Development Alliance. Mr. von Reichbauer indicated they were visiting Seattle
to look at how other counties relate to economic development. Mr. Mattox and Mr. Johnson thanked
the Council. Mr. von Reichbauer also acknowledged Bill Stafford from the Trade Development
Alliance.

Mr. von Reichbauer commented on the 2003 American Heart Walk and reminded councilmembers of
the upcoming October 9, 2004 walk. He informed the members of the efforts of staff member Brooke
Caddock who, on her own, raised $1,200 for the American Heart Association. He indicated she was
an inspiration to all of us and asked everyone to donate their time and energy to this worthy cause.
Mr. von Reichbauer asked the Council to join him in recognizing Brooke who was present. Brooke
thanked the Council.
