Call to Order
The meeting was called to order at 2:08 p.m.

Ms. Patterson announced that this was her last committee meeting as chair of the committee. She |
thanked the committee members for their service. |

AN ORDINANCE relating to taxicab and for-hire vehicle rates; and amending Ordinance |
10498, Section 95, and K.C.C. 6.64.760. |
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0466. |
Amendment One, removing the previous effective date of October 15, 2004 and replacing it with the |
new effective date of March 25, 2005, was moved by Councilmember Constantine and adopted |
unanimously. This matter passed out of committee subject to signature. |
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute. |
The motion carried by the following vote: |

AN ORDINANCE authorizing the county executive to enter into an interlocal agreement |
with the city of Issaquah relating to fire investigation services provided by the King County |
department of development and environmental services. |
David Randall, Council Staff, briefed the Committee on Proposed Ordinances 2005-0030 and |
2005-0031. Paula Adams, Communications Director, DDES and Jim Rankin, King County Fire |
Marshall were present to brief and answer questions from the members. |
Councilmember Constantine moved Amendments 1 & 2 which adopted the attach Appendix A to the |
interlocal Agreement. Amendments 1 & 2 passed unanimously. This matter passed out of committee |
subject to signature. |

AN ORDINANCE authorizing the director of department of executive services to enter into |
an interlocal agreement with the state of Washington, Department of Social and Health |
Services, regarding the demolition of buildings on the state's Fircrest campus, which |
formerly housed the county's North Rehabilitation Facility. |
David Randall, Council Staff, briefed the Committee. Kathy Brown, Division Director, and Bud |
Parker, Supervisor, Capital Improvement Section, Facilities Management Division, DES, were |
present to brief and answer questions from the members. This matter passed out of committee |
subject to signature. |
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent. |

Proposed Ordinance No. 2004-0532

AN ORDINANCE approving and adopting the collective bargaining agreement and one |
memorandum of agreement negotiated by and between King County and Public, |
Professional & Office-Clerical Employees and Drivers, Teamsters Local 763 representing |
employees in the department of assessments; and establishing the effective date of said |
agreement. |

Labor Negotiator, DES, and Ruth Peterson, Commercial Appraiser and Robert McCauley, Business |
Representative, Teamsters, Local 763, were present to brief and answer questions from the members. |

AN ORDINANCE approving and adopting the collective bargaining agreement negotiated |
by and between King County and Teamsters Local 117 (Professional & Technical |
Employees), representing employees in the departments of adult and juvenile detention, |
executive services, natural resources and parks, public health, and transportation; and |
establishing the effective date of said agreement. |

DES, Denise Chanez, Union Representative Teamsters, Local 117, Greg Burnham, Wastewater |
Treatment, DNRP, Birney Mellor, Property Agent, Real State Services, Ben Marquez, |
Project-Program Manger, OHRM, and Maxine Reigel, Financial Management, DES, were present to |
brief and answer questions from the members. This matter passed out of committee subject to |
signature. |
