Approval of Minutes of April 5, 2004

Mr. von Reichbauer moved to approve the minutes of the April 5, 2004 meeting as presented. Seeing
no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Ms. Edmonds reported that the Conservation Futures Fund received 44 applications for its grants.
Applications were received from many suburban cities, including Auburn, Bellevue, Black Diamond,
Burien, Bothell, Covington, Enumclaw, Kent, Kenmore, Lake Forest Park, Woodinville, Issaquah
and Seattle. Seattle's request totaled $2.8 million. The majority of the requests came from the
suburban cities. The Citizens Oversight Committee is beginning visits to every site and expects to
have recommendations to the Executive in June.

Mr. Irons reported on the Eastside Transportation Partnership meeting at Overlake Hospital on
March 29, 2004. The major agenda item was an overview of the Regional Transportation Investment
District and what items are still active, i.e., project list and draft funding proposal. Mr. Irons
indicated that the group is interested in how they could be more engaged and encourage all parties
within King County and outside King County to move forward. Sound Transit gave a briefing on its
assessment of east King County Sound Transit Regional Express. It was a very good review with
questions.

Mr. Pelz reported on Sound Transit's recent meeting. The members had an in-depth discussion
about the pros and cons of Sound Transit joining the RTID on a joint ballot this year. Mr. Pelz
indicated a lot of questions were raised and a lot of points were made in favor of it and there was a
fair amount of public testimony. The members had an extensive briefing on the decision of the route
of link light rail moving north from downtown. The members also reviewed some of the issues
affecting Sounder service in Tacoma regarding potential slippage on the tracks, and adopted a
strategy for stabilizing those soils.

3.
Presentation of a Recognition to Members of King County Television Honoring Them for Their
Recent Win of a Beacon Award
Mr. Phillips, joined by Ms. Hague and Ms. Patterson, read and presented the recognition. Frank
Abe, Director of Communications commented on Maureen Fine's achievements and thanked the
Council. Maureen Fine also thanked the Council.
