	Call to Order
		The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:36 P.M. by Chair Edmonds.

	Roll Call
		Present: Ms. Edmonds, Mr. Irons, Mr. Phillips, Mr. von Reichbauer and Mr. Constantine

	Approval of Minutes

		The minutes of July 17, 2003 meeting were approved as written.

	Discussion and Possible Action

		Proposed Ordinance No. 2003-0389	Ms. Patterson

		AN ORDINANCE authorizing the executive to grant a wetland protection easement over a 21.88-acre portion of Auburn Narrows park to the city of Tacoma department of public utilities water division in exchange for mutual benefits that include construction, enhancement, monitoring and maintenance of improvements over the wetland protection easement area, as specified in an interlocal agreement authorized by Ordinance ____________ (Proposed Ordinance 2003-0391).
		Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0389. Bill Eckel, Regional Water Resource Supervisor, DNRP and Craig Gibson, Project Manager, Tacoma Water and Shelley Marelli, Director of Parks Division were present to answer questions from the Committee on the PowerPoint presentation.
		A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass. The motion carried by the following vote:
	Votes:
		Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. von Reichbauer and Mr. Constantine No: 0 Excused: 1 - Mr. Phillips


	4.
		Proposed Motion No. 2003-0391	Ms. Patterson

		A MOTION authorizing the King County executive to enter into an interlocal agreement with Tacoma Public Utilities to implement restoration projects at Auburn Narrows on the Green river.
		The concept on this motion has the support from the Committee. An ordinance will be introduce and refer to Utilities Committee.

		Quarterly Report: Parks Omnibus
		Shelley Marelli, Director, Parks Division briefed and answer questions from the Committee on the PowerPoint presentation.
		This matter was Presented.

		There being no further business to come before the Committee, the meeting was adjourned at 2:22 P.M.
