The meeting was called to order at 3:03 p.m.

Approval of Minutes
1.
The minutes of the April 21, 2004 Regional Transit Committee meeting were approved as presented.
2. Chair's Report
Mr. McKenna announced the selection of Kevin Desmond as the new Transit General Manager
effective June 7, 2004. The June 16, 2004 RTC meeting will be cancelled. The next meeting will be
June 30, 2004.
3. Vice Chair's Report
There was no report from the Vice Chair.
4. General Manager's Report
Darwin Campbell, Acting General Manager, Transit Division, answered questions from the members
regarding transit staff evaluation of the Brickyard site for a tent city.
5. Announcements
There were no announcements from members.

6. Public Comment
The following person appeared before the committee to offer public comment:

Proposed Ordinance No. 2004-0244 Mr. McKenna
AN ORDINANCE adopting 2005 Transit Program Financial Policies.
Arthur Thornbury, Committee Staff, briefed the committee. Jill Krecklow, Sr. Budget and Financial
Analyst, Transit Division, answered questions from the members. Members requested further
information from staff on the cost allocation methodology. Proposed Ordinance 2004-0244 was
held in committee.

Briefing No. 2004-B0102
2002-2007 Six-Year Transit Development Plan Update - Ride-Free Areas and Waterborne
Transit
Arthur Thornbury, Committee Staff, introduced the briefing topic. Rob Fellows, Senior Transit
Planner, Service Implementation Group, Transit Division and Victor Obeso, Supervisor, Service
Implementation Group, Transit Division, briefed the committee and answered questions on the
project summary, "What will we do to update the Six-Year Plan?" (copy on file in Council Briefing
File No. 2004-B0102). Cathy Mooney, Sr. Transportation Planner, City of Kent, answered questions
from the members on Kent's Shopper Shuttle and rail commuter shuttle.
This matter was Presented.

Briefing No. 2004-B0103
ACCESS Paratransit Program Overview
Arthur Thornbury, Committee Staff, introduced the briefing. Sandy Stutey, Supervisor, Accessible
Services, Transit Division, and Bob Sahm, Supervisor, ACCESS Transportation, briefed the
committee and answered questions from the members on the ACCESS Paratransit Program. Ms.
Stutey announced "United We Ride in Puget Sound", leadership forum, to be held June 14, 2004 at
the Washington State Convention Center, Seattle.
This matter was Presented.

 
Other Business
Members approved the language in the Draft letter to the Transit General Manager regarding the
Transit policy of "Calling out the Stops". The Chair will send the letter to the new Transit General
Manager, Kevin Desmond.
