Chair Phillips called the meeting to order at 9:38 a.m.

Approval of Minutes of July 3, 2002

The Minutes of July 3, 2002 were approved as presented.
Discussion and Possible Action

Proposed Motion No. 2002-0156 Mr. Phillips
A MOTION related to education of county employees about the Public Employees'
Retirement System Plan 3 retirement option; responding to a 2002 budget proviso.
Elissa Benson, Council staff, briefed the committee on Proposed Motion 2002-0156. Also present to
brief the committee and answer questions were Cindy Lee, Special Projects Manager, Finance and
Business Operations Division, Department of Executive Services and Maura Brueger, Executive
staff.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 6 - Mr. Phillips, Ms. Sullivan, Mr. McKenna, Mr. von Reichbauer, Mr. Constantine and Mr.
Gossett
No: 0
Excused: 1 - Ms. Hague

Proposed Ordinance No. 2002-0210 Mr. Phillips
AN ORDINANCE making a supplemental appropriation of $475,000 to the building repair
and replacement sub-fund to cover the cost of selecting a company to construct a new King
County office building and to engage a consultant to perform a final feasibility analysis of a
central steam plant designed to serve the county's central government buildings and
Harborview Medical Center; and amending the 2001 Budget Ordinance, Ordinance 14018,
Section 124 and Attachment 2, as amended.
David Layton, Council staff, briefed the committee on Proposed Ordinance 2002-0210. Also
present to brief the committee and answer questions was Dave Preugschat, Assistant Manager,
Facilities Management Division, Department of Executive Services.

A motion was made by Mr. McKenna to pass the striking amendment with a friendly amendment on
line 9, after 'of' and before 'reducing' to insert "exploring options to" and on line 9, after 'of' and
before 'the' to delete "reducing" and insert "reduce". A motion was made by Mr. von Reichbauer to
pass the title amendment. The motions passed.
This matter was Amended.
A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass
Substitute. The motion carried by the following vote:
Votes:
Yes: 5 - Mr. Phillips, Ms. Sullivan, Mr. McKenna, Mr. Constantine and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Mr. von Reichbauer
The Chair stated that the committee would be in recess until 10:45 a.m.

The Chair reconvened the committee at 10:55 a.m.

The Chair announced an Executive Session until 11:30 a.m.

The Chair reconvened the committee at 11:22 a.m.

Proposed Ordinance No. 2002-0253 Mr. Phillips
AN ORDINANCE making a supplemental appropriation of $86,339 to the alcoholism and
substance abuse fund from undesignated fund balance to implement the Local 519
Collective Bargaining Agreement for the fiscal year ending December 31, 2002; amending
the 2002 Budget Ordinance, Ordinance 14265, Section 76, as amended.
Tom Koney, Council staff, briefed the committee on Proposed Ordinance 2002-0253.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:
Votes:
Yes: 5 - Mr. Phillips, Ms. Sullivan, Mr. McKenna, Mr. Constantine and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Mr. von Reichbauer
