Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order by
Chair Edmonds at 1:37 P.M.

Approval of Minutes

The minutes of April 17, 2003 meeting were approved as written.

Proposed Substitute Motion No.
2003-0073.2
Mr. Phillips, Mr. Constantine and Ms.
Patterson
A MOTION authorizing the executive to enter into an interlocal cooperation agreement
with the city of Burien for the disbursement of funds appropriated and allocated for the
Branson nearshore acquisition property.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0073. There was an
amendment adopted.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Ordinance No. 2003-0212 Ms. Edmonds
AN ORDINANCE authorizing annual funding allocation procedures for conservation
futures funds; and amending Ordinance 8867, Section 1, as amended, and K.C.C.
26.12.010.
Monica Clarke, Council Staff, briefed the Committee on Proposed Ordinance 2003-0212 with a
power point presentation. Terry Lavender, Chair, and Wade Holden, Member, King County Citizens
Oversight Committee were present to brief and answer questions from the Committee.

Proposed Substitute Ordinance No.
2003-0196.2
Ms. Edmonds and Ms. Patterson
AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of Auburn for transfer to the city of the Jacobson Tree Farm.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2003-0196. Jennifer
Schroder, City of Federal Way was present to offer support for the ordinance. There was a Striking
amendment and a Title amendment adopted.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Ordinance No. 2003-0195 Mr. von Reichbauer and Ms. Edmonds

AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of Federal Way for transfer to the city of local park property
known as the Kenwood Pit.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2003-0195.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0

Mike Reed, Council Staff, briefed the Committee. Steve Klusman, Water and Land Resources
Division, DNRP was present to brief and answer questions from the Committee on his power point
presentation on the Rural Drainage Report.

Natural Lands Proviso Response-DNRP
Megan Smith, Council Staff, briefed the Committee on Natural Lands Proviso Response. Bobbi
Wallace, Manager, Maintenance and Facilities, Natural Resources and Parks Department was
present to brief and answer questions from the Committee.
This matter was Presented.
