	Call to Order
		Chair Gossett called the meeting to order at 9:37 a.m.

	Approval of Minutes

		The Minutes of June 9, 2004 were approved as presented.
	Discussion

		Items 2 and 3 were considered together

	2.
		Proposed Ordinance No. 2004-0237	Mr. Gossett

		AN ORDINANCE relating to proviso language in the 2002 4th Quarter Omnibus Ordinance, and the 2003 Budget Ordinance regarding the King County Correctional Facility integrated security electronic project; modifying certain proviso language; and amending the 2002 Budget Ordinance, Ordinance 14265, Section 199, as amended, Ordinance 14517, Section 118, as amended, and the 2003 Budget Ordinance, Ordinance 14517, Section 118, as amended.
		Deferred

	3.
		Proposed Ordinance No. 2004-0238	Mr. Gossett

		AN ORDINANCE making a supplemental appropriation of $5,848,443 to the building capital improvement fund to provide additional budget authority to complete construction of the integrated security system project and to provide budget for an intake, transfer, and release improvement project; and amending the 2004 Budget Ordinance, Ordinance 14797, Section 122, as amended, and Attachment B, as amended
		Polly St. John, David Layton, Clifton Curry, Council Staff and Ron Perry, Auditor's Office briefed the committee and answered questions on Proposed Ordinances 2004-0237 and 0238. Kathy Brown, Director, Facilities Management Division, Department of Executive Services; Steve Call, Director, Office of Management and Budget, Executive Office and Larry Mayes, Interim Director, Department of Adult and Juvenile Detention, answered questions of the members.

	Discussion and Possible Action

	4.
		Proposed Ordinance No. 2004-0145	Mr. Gossett

		AN ORDINANCE making a supplemental disappropriation of $11,210,000 to fund 3860, road construction fund, and $0 to fund 1030, road fund, to provide the appropriate level of appropriation authority; amending the 2004 Budget Ordinance, Ordinance 14797, Sections 123, 62 and 63, as amended, and Attachment C, as amended.
		William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0145. Ryan Bayne, Executive Staff, answered questions of the members. A motion was made by Mr. Irons to pass Amendment S1. The motion passed 6-0-2 with Ms. Hague,


			Mr. McKenna and Ms. Patterson excused.
			This matter was Amended.
			A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:
	Votes:
			Yes: 8 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Mr. McKenna, Ms. Patterson, Mr. Ferguson and Mr. von Reichbauer No: 0 Excused: 1 - Ms. Hague

			There was no further business to come before the committee.

	Adjournment
