The meeting was called to order at 1:33 p.m.

Approval of Minutes of December 9, 2002

Mr. von Reichbauer moved to approve the minutes of the December 9, 2002 meeting without
reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Ms. Edmonds reported on the joint meeting of the King County Board of Health and the Washington
State Board of Health. Their objective was to discuss health issues of mutual concern. Ms. Edmonds
indicated Dr. Logerfo of Harborview gave a presentation on obesity. The members heard an update
from Mary Selecky, Secretary of Health, regarding the governor's budget, and an update on
smallpox. They also discussed how they could work together to sustain public health funding.

As a personal privilege, Ms. Edmonds acknowledged the passing of Kathy McGara, Administrative
Director of the Seattle Opera who was a highly regarded and respected member of the arts
community in King County. On behalf of the Council, Chair Sullivan extended sincere condolences
to the McGara family.

Mr. Phillips briefed the Council on the WRIA 8 Steering Committee, indicating most of the salmon
recovery effort is completed. Members reviewed current data with the watershed and a collection of
work that has been accomplished so far, as well as the remaining work plan for the development of
the final draft of the conservation plan which will be taken up next year.

Mr. Gossett reported on the Criminal Justice Council, which is composed of all elected officials in
criminal justice agencies. The Director of Adult and Juvenile Detention reported on the budget cuts.

Mr. Pelz reported on the Sound Transit Board meeting, and the vote to challenge the
constitutionality of I-776. The Board also passed its budget.

Mr. Irons reported on the Eastside Transportation Partnership, indicating the members had briefings
from Sound Transit on the I-776 lawsuit, and regional express busses. The members discussed
subarea funding and how it has been defined. The members also nominated a 2003 Chair, Fred
Butler, from the city of Issaquah and Vice Chair, Phil Noble, from the city of Bellevue.

Mr. McKenna briefed the Council on the I-405 Executive Committee and Trans-Lake Executive
Committee. The I-405 Executive Committee is working on a revised group of projects on the 405
corridor for a potential ballot measure through the Regional Transportation Investment District, and
are looking at three packages which will be presented to the RTID as early as next month.

The Trans-Lake Executive Committee discussed modeling results for the eight lane option and
discussed how the project is evolving in terms of the preliminary preferred alternative, which is a six
lane alternative. It also discussed tolling options for the bridge and what those options might
produce. The members also had a presentation from Doug McDonald, Secretary of Transportation.

Mr. von Reichbauer briefed the Council on the community meeting held in his district regarding the
potential sitings for sexual predators.
Ms. Patterson informed the Council of a public meeting which will be held in her district on

Thursday, December 19, 2002, 6:00 p.m. at Tyee High School.
Ms. Lambert commented on a recent meeting held in her district and is looking forward to working
with the Council in dealing with this problem.
