Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:36 P.M. by
Chair Edmonds.

Excused: Ms. Hague and Mr. von Reichbauer

 
1. Approval of Minutes
The minutes of April 15 and May 13, 2004 meetings were approved as written.

Comprehensive Plan: Review Package to Growth Management and Unincorporated Areas
Mike Reed, Peggy Dorothy and Marilyn Cope, Council Staff, briefed the Committee on the
Comprehensive Plan; Review Package to Growth Management and Unicorporated Areas.
Recommendation were moved to the GM&UA Committee, vote was 2-0-3 with Councilmembers
Hague, von Reichbauer and Ferguson excused.

AN ORDINANCE authorizing the condemnation of property interests needed for the
Brightwater regional wastewater treatment system, including conveyance, safety relief point
and outfall facilities; specifying relocation assistance to be provided to affected landowners,
tenants and businesses; outlining the intended sequencing of steps to acquire property
interests needed for the Brightwater treatment plant project.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0231. Pam Elardo,
Right of Way and Permitting Supervisor, King County Wastewater Treatment Division was present to
brief and answer questions from the members. Councilmember Constantine moved the Striking and
Title amendment, adopted 2-0-3 with Councilmember Hague, Ferguson and von Reichbauer excused.
This matter passed out of committee subject to signatures.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 2 - Ms. Hague and Mr. von Reichbauer

AN ORDINANCE authorizing the executive to enter into agreements with the Muckleshoot
Indian Tribe for disposal of sewage.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0138. Alan Stay,
Attorney for Muckleshoot Indian Tribe was present to brief and answer questions from the members.
This matter passed out of committee subject to signatures.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0

A MOTION to approve an evaluation of alternative project delivery methods for the
Sammamish reclaimed water project in an effort to reduce overall project costs.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Motion 2004-0203. Greg Bush,
Manager, Planning and Compliance Section, Wastewater Treatment Division, King County
Department of Natural Resources and Parks was present to brief and answer questions from the
members regarding his PowerPoint presentation. Councilmember Constantine moved amendment #1,
was adopted 3-0-2 with Councilmembers Hague and von Reichbauer excused.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson

Mike Reed, Council Staff, briefed the Committee on Water and Lands Division Business Plan. Pam
Bissonnette, Director, Department of Natural Resources and Parks and Daryl Grigsby, Director,
Water and Land Resources Division, DRN &P were present to brief and answer questions from the
members regarding their PowerPoint presentation.
 
This matter was Presented.

 
Other Business
Peggy Dorothy, Council Staff gave an update on the RPC.

 
Adjournment
There being no further business to come before the Committee, the meeting was adjourned at 3:03
P.M.
