Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:41 P.M. by
Chair Edmonds.

Present: Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
Excused: Mr. von Reichbauer

 
1. Approval of Minutes
The minutes of September 16, 2004 meeting were approved as written.

The public comments was taken.

AN ORDINANCE authorizing the surplus and sale of three county-owned properties, known
as the Woodinville Fire District/Kaplan properties, located in council district 3.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2004-0464. Bob Burns,
Deputy Director, DNR&P and Julie Davidson, Board Member of the Friends of the Woodinville
Farmers' Market were present to brief and answer questions from the members. Councilmember
Hague moved amendment 1 was adopted 4-0-1 with Councilmember von Reichbauer excused. The
following person was present to offer pubic comment to the Committee:

-Maxine Keesling, 15241 NE 153rd, Woodinville, WA 98072
 
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 1 - Mr. von Reichbauer

AN ORDINANCE authorizing the condemnation of property interests needed for the
Brightwater regional wastewater treatment plant; specifying relocation assistance to be
provided to affected landowners, tenants and businesses.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0317. Christie True,
Manager, Major Capital Projects, Wastewater Treatment Division was present to brief and answer
questions from the members.
 
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Constantine
No: 0
Excused: 2 - Mr. Ferguson and Mr. von Reichbauer

conveyance facilities of the Brightwater regional wastewater treatment system.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0417. Christie True,
Manager Capital Projects and Pam Elardo, Wastewater Treatment Division were present to brief and
answer questions from the members.
 
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Constantine
No: 0
Excused: 2 - Mr. Ferguson and Mr. von Reichbauer

AN ORDINANCE authorizing the condemnation of property interests needed for the
Brightwater regional wastewater treatment system, including conveyance, safety relief point
and outfall facilities; specifying relocation assistance to be provided to affected landowners,
tenants and businesses; outlining the intended sequencing of steps to acquire property
interests needed for the Brightwater treatment plant project.
Mike Reed, Council Staff, briefed the Committee on Proposed Substitute Ordinance 2004-0231.2.
Moved without recommendation. Ms. Hague. The following person was present to offer public
testimony to the Committee:

A motion was made by Ms. Hague that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:

Sarah Ogier, Groundwater Program Manager was present to brief and answer questions of the
powerpoint presentation from the members. Tom Barry, City of Redmond was present to offer comment
before the Committee.

Land Conservation/Acquisition Strategy.
Peggy Dorothy, Council Staff, Council Staff briefed the Committee. Mark Isaacson, Assistant
Manager, Water and Lands Division, DNR&P, Roger Hoesterey, Trust of Public Lands and Lee
Springate, The Point Wilson Group were present to brief and answer questions on the powerpoint
presentation from the members.
 
This matter was Presented.

There being no further business to come before the Committee, the meeting was adjourned at 3:31
P.M.
