Call to Order
Chair Gossett called the meeting to order at 9:35 a.m.

Excused: Ms. Edmonds and Ms. Patterson
 
Approval of Minutes

The Minutes of July 7, 2004 were deferred.
Discussion and Possible Action

Proposed Ordinance No. 2004-0101 Mr. Gossett
AN ORDINANCE making a supplemental appropriation of $7,335,250 to the public
transportation construction unrestricted fund to provide budget authority to complete
construction of the new facility proposed to house the new transit communication center;
and amending the 2004 Budget Ordinance, Ordinance 14797, Section 122, as amended, and
Attachment B, as amended.
David Layton, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0101.

Wendy Keller, Finance Division Project Control Officer, Department of Executive Services, briefed
the committee and answered questions of the members. Judy Riley, Manager, Design and
Construction, Transit Division, Department of Transportation answered questions of the members.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The
motion carried by the following vote:
Votes:
Yes: 6 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Hague, Mr. McKenna and Mr. Ferguson
No: 0
Excused: 3 - Ms. Edmonds, Ms. Patterson and Mr. von Reichbauer
 
Agenda Item 3 will be a joint discussion with the Law, Justice and Human
Services Committee

Proposed Motion No. 2004-0304 Mr. Gossett
A MOTION approving the adult detention operational master plan as requested in the 2003
Budget Ordinance, Ordinance 14517, and Ordinance 14889.
Polly St. John, Clifton Curry and David Layton, Council Staff, briefed the committee and answered
questions of the members.

Chris Murray, Christopher Murray and Associates, briefed the committee and answered questions of
the members.

The Chair acknowledge Councilmember Lambert, Chair of the Law, Justice and Human Services
Committee.
