Call to Order
The meeting of the Transportation Committee was called to order at 1:41 P.M. by Chair Pelz.

Present: Mr. Pelz, Mr. McKenna, Mr. Gossett, Mr. Irons, Mr. Ferguson and Ms. Hague
Excused: Ms. Patterson
 
Approval of Minutes

The minutes of September 8, 2004 meeting were adopted as written.

Proposed Substitute Motion No.
2004-0433.2
Ms. Lambert
A MOTION confirming the executive's appointment of Holly Plackett, who resides in
council district three, to the King County transit advisory committee.
Paul Carlson, Council Staff, briefed the Committee on Proposed Motion 2004-0433. Ms. Holly
Plackett appointee to the King County transit advisory committee was present to brief and answer
questions from the members. Verbal Title amendment moved by Councilmember Gossett adopted
3-0-4 with Councilmembers Irons, Hague, McKenna & Patterson excused to removed the word
Seattle- from the title. This matter passed out of committee subject to signatures.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 6 - Mr. Pelz, Mr. McKenna, Mr. Gossett, Mr. Irons, Mr. Ferguson and Ms. Hague
No: 0
Excused: 1 - Ms. Patterson

2004-0369.2
Mr. Constantine and Mr. von Reichbauer
AN ORDINANCE relating to motorized foot scooters; regulating the use and operation of
such vehicles; adding a new chapter to K.C.C. Title 46 and prescribing penalties.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0369. Scott
Johnson, Prosecuting Attorney and Linda Dougherty, Division Director, Roads Services were
present to brief and answer questions from the members. The following person was present to offer
public testimony.

A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

A MOTION declaring the intention of the King County council to create Road
Improvement District No. 133 to improve Northeast 52nd Street from Ames
Lake-Carnation Road Northeast to 298th Avenue Northeast, to confirm the final assessment
roll for Road Improvement District No. 133, and set the date for a public hearing.
Paul Carlson, Council Staff, briefed the Committee on Proposed Motion 2004-0396 and Proposed
Ordinance 2004-0397. Dennis Gorley, Road Services Division was present to brief and answer
questions from the members. Councilmember Gossett moved amendment was adopted 4-0-3 with
Councilmember Hague, Patterson and McKenna excused.

A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 4 - Mr. Pelz, Mr. Gossett, Mr. Irons and Mr. Ferguson
No: 0
Excused: 3 - Mr. McKenna, Ms. Patterson and Ms. Hague

Proposed Ordinance No. 2004-0397 Ms. Lambert
AN ORDINANCE creating King County Road Improvement District No. 133 and ordering
the improvement of a portion of Northeast 52nd Street from Ames Lake - Carnation Road
Northeast to 298th Avenue Northeast, authorizing interim financing, confirming the final
assessment roll and levying assessments against the property within the district.
Paul Carlson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0397. Dennis
Gorley, Road Services Division was present to brief and answer questions from the members. The
following people were present to offer public testimony to the Committee:

1. Martin Chaney, 5802 298th Avenue NE
2. Kathleen Swan, 28915 NE 34th Ct.
A motion was made by Mr. Gossett that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:

Program Manager was present to brief and answer questions from the members.

There being no further business to come before the Committee, the meeting was adjourned at 3:18
