Mr. von Reichbauer moved to approve the minutes of the July 14, 2003 meeting without reading.

Reports on Special and Outside Committees

Ms. Edmonds reported on the Seattle-King County Board of Health. The Board adopted a code
merger for bike helmets, which are now required in the city of Seattle, as well as the rest of King
County. The Board also approved a work plan to develop governance standards for performance
measures and received an update on the West Nile virus.

Mr. Irons briefed the Council on the Economic Development District. Mr. Irons indicated the
Council discussed its identity and using the word 'Seattle' in its identification. He stated other
counties and cities agree on this concept. The members are also reviewing a different make-up of its
Board of Directors, to assure greater representation in the region. He also explained the Economic
Development District may merge with the Puget Sound Regional Council which will be helpful in
making the two organizations more successful.

Ms. Patterson reported on the South County Area Transportation Board. The Board received a
report on the highlights of Sound Transit express service changes for South King County, and a
report on the RTID meeting. Ms. Patterson reported to the Board on a proposal for polling to
determine what should be included in a ballot measure for the RTID. More information on the poll
will become available in September.

Mr. Phillips informed the Council of his opportunity to tour South King County on horseback. Along
with a number of citizens from South King County, Mr. Phillips was joined by Councilmembers
Hammond, Irons and Patterson. The tour involved viewing property the county has acquired and
property that has a number of trails that are maintained by citizens who live in the area.
