Chair Sullivan called the meeting to order at 9:40 a.m.

1. Approval of Minutes
The meeting minutes of October 21, 2002 were approved as presented.

Councilmember Dwight Pelz briefed the committee on the USA -Cuba Sister City Conference held
February 2002.

A MOTION recognizing that the establishment of relationships with groups and or
governments on the United States Department of State's list of state sponsors of terrorism or
list of designated foreign terrorist organizations is within the purview of the federal
government.
David DeCourcey, Council Chief of Staff, provided committee members with a summary of e-mails
that were sent to the King County Council regarding Proposed Motion 2002-0361.

Councilmember Lambert moved striking amendment S-1.

Councilmember McKenna offered the following friendly amendment:
On line 24 after "the" and before "establishment" insert "council's", and replace "the cuban people"
with "Cuba's government"

Ms. Lambert accepted Mr. McKenna's friendly amendment.

The Committee-of-the-Whole recessed at 11:34 a.m. and reconvened at 11:40 a.m.

Chair Sullivan entertained an amendment from Councilmember Pelz. The amendment would return
the language of the original striker. The motion failed by a vote of: 6 ayes, 7 noes and 0 excused.

Ms. Lambert moved striking amendment S-1 as amended. The motion passed by a vote of 7 ayes, 6
noes and 0 excused.
 
This matter was Amended.

 
A motion was made by Ms. Lambert that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 7 - Mr. von Reichbauer, Ms. Lambert, Mr. McKenna, Mr. Pullen, Ms. Hague, Mr. Irons and Ms.
