Reports on Special and Outside Committees

 

 

2.

 

 

 

 

Mr. Phillips reported on the Cedar River Council and its Legacy Subcommittee. He indicated that
the Council reviewed the County's forest incentive program and heard a report from Kristi
McClelland, King County forester, regarding how the program is progressing. The Council also
heard a report on the Alliance Club Restoration Project and appointed a subcommittee to review the
critical areas ordinance update. The Council will review the executive's proposal, expected in early
September.

Mr. Phillips briefed the Council on WRIA 8 Steering Committee. The Committee heard a
presentation on the conservation plan. He indicated the Committee will begin to see plan
development, its comprehensiveness and technical aspects done early next year.

Mr. Irons briefed the Council on the Four Creeks Unincorporated Area Council, which met in a
special meeting on July 23 with representatives from the city of Renton. The Council discussed pros
and cons of annexations and the services provided by the city and the county. Mr. Irons indicated
the citizens in attendance were pleased with the outcome.

Mr. Irons reported on the Economic Development Council. The Council heard an economic update
which indicated we are in the second quarter of a technical recovery in the economy, but that future
quarters should be improved. The Council's main focus was on the increasing costs of health care
and it received comments from speakers from Group Health Cooperative, Virginia Mason and
Regence Blue Shield.

Ms. Hague reported on the Puget Sound Regional Council Operations Committee and its Executive
Board. The Operations Committee discussed staffing and the Board passed the concurrency
recommendations unanimously. Ms. Hague also indicated the Board held a workshop to give input
to the search team looking for a new executive director. The workshop also focused on the PSRC
and its future. Ms. Hague added that Ms. Patterson was also in attendance.

Ms. Edmonds reported on the Cultural Development Authority and indicated the CDA was awarded
the contract to manage the public art program for the 14 mile Green Line of the Seattle monorail
construction project. The Authority discussed the importance of maintaining communication with
the Council and Ms. Edmonds stated she encouraged the Board Chair to contact members' offices.
Ms. Edmonds also indicated the terms of five members of the CDA will expire at the end of this year
and that a nominating committee has been formed. The committee expects to have nominations by
the end of August. She also suggested the councilmembers inform the CDA of any potential
candidates who may be an asset to the CDA Board. The CDA also received a briefing on the arts
card, a prepaid card which involves 50-100 arts organizations in the Puget Sound region. Ms.
Edmonds indicated more information on this will be coming in the near future.

Chair is authorized to signify Council approval by signing the final plat at the end of the meeting.
