Ms. Edmonds briefed the Council on the Board of Health meeting. She indicated the Board elected
the following new officers: Ms. Edmonds, Chair; Mr. Gossett, Vice Chair, representing King County;
Councilmember Richard Conlin, representing the City of Seattle; Mayor Hutchinson, Vice Chair,
Lake Forest Park, representing suburban cities and Dr. Bud Nicola, Vice Chair, representing health
professionals. The Board also heard a briefing regarding the tobacco control prevention program,
had an update on the King County injury prevention program and gave a special recognition and
farewell to Maggie Moran, Board of Health Administrator, Public Health - Seattle and King County.

Ms. Edmonds reported on SeaShore (
Seattle-North King County Transportation Board). The Board
set in place a process for electing co-chairs, and also accepted nominations for the position. The
following individuals are nominees: Councilmember Richard Conlin, City of
Seattle, Councilmember
Mary Jane Goss,
Lake Forest Park, a councilmember from Mountlake Terrace and Ms. Edmonds.
Ms. Edmonds indicated that Karen Richter, Program Manager, Puget Sound Regional Council, gave
a report on the transportation improvement program. SeaShore also approved their 2004 work plan.

Ms. Edmonds reported on the Northshore Park and Recreation Service Area, reminding members it
was established to build the
Northshore Senior Center and a senior wellness center. The Board's
purpose is to oversee the capital project and an aquatic study.

Ms. Edmonds briefed the Council on the
Washington Association of Counties (WSAC) Legislative
Steering Committee and its discussion on sales tax streamlining. The Committee also discussed Tim
Eyman's initiative and its impacts on other counties. She indicated that the WSAC Legislative
Steering Committee has taken a position to support a statewide ban on smoking in public places.

Mr. Phillips briefed the Council on the Cedar River Council, which is dedicated to the health of the
Cedar River and focusing on implementation of an adopted basin plan. The Council had an update
on how the flood pocket is working for providing drinking water and also the ability to allow salmon
above landesburg.

Mr. Phillips commented on the Federal Legislative Agenda and indicated a delegation will be going
to Washington, DC to help implement the recently adopted legislative agenda, which includes such
topics as transportation funding, salmon recovery, growth management, homeland security and
medicaid.
Ms. Edmonds added that it is important for the public to understand that the congressional
delegation values these trips as members come back well prepared and organized, ready to focus on
the needs of
King County.
