Chair Sullivan called the meeting to order at 9:45 a.m.

1. Additions to the Council's agenda of October 21, 2002
There were no additions to the Council agenda.

 
2. Approval of Minutes of October 14, 2002
The meeting minutes of October 14, 2002 were approved as presented.

 
Labor Policy Committee

 
Briefing No. 2002-B0164

A briefing on regional economic and workforce trends.
Roberta Pauer, Economist, Washington State Department of Employment Security, briefed the
committee on the employment and wages trends and outlook for King County and responded to
member's questions.

A briefing on current labor issues and the labor community�s response to the Executive�s
proposed 2003 budget.
Steve Williamson, Executive Secretary, King County Labor Council, AFL-CIO; Dustin Frederick,
Business Manager, SEIU, Public Safety Employees Local 519; Whitney Humpf and Ray Goforth,
Union Representative, International Federation of Professional and Technical Engineers, Local 17,
briefed members on the current labor issues and labor community's response to the Executive's
proposed 2003 budget. The panel also responded to members' questions.

A MOTION adopting the minutes of the 2002 Labor Summit between local labor leadership
and King County elected officials.
Councilmember Dow Constantine commented on the 2002 Labor Summit between local labor
leadership and King County elected officials.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 10 - Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. McKenna, Mr. Constantine, Mr. Pullen, Mr.
Gossett, Ms. Hague, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Ms. Sullivan, Mr. von Reichbauer and Mr. Pelz

 
Proposed Ordinance No. 2002-0436
Ms. Patterson, Ms. Sullivan, Ms. Lambert,

AN ORDINANCE establishing the King County commission on governance.
Scott White, Council Staff, reviewed the changes in the striking amendment to Proposed Ordinance
2002-0436.

The Committee-of-the-Whole recessed at 11:31 a.m. and reconvened at 12:05 p.m.

Ms Patterson moved to defer this item for one week. Hearing no objection, Proposed Ordinance
2002-0436 was held.

There being no further business to come before the committee, the meeting was adjourned at 12:06
