Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:35
p.m. by Chair Edmonds.

Excused: Mr. Irons and Mr. von Reichbauer
 
Approval of Minutes

The minutes of September 4, 2003 meeting were held.

Proposed Ordinance No. 2003-0418 Ms. Edmonds, Ms. Patterson and Mr. von
Reichbauer
AN ORDINANCE authorizing the executive to enter into an interlocal transfer agreement
for Grandview park between King County and the city of SeaTac.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2003-0418. This matter
passed out of committee subject to signatures.
A motion was made that this matter be Recommended Do Pass. The motion carried by the
following vote:
Votes:
Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer

Proposed Substitute Ordinance No.
2003-0449.2
Ms. Edmonds
AN ORDINANCE concerning the governance model for the King County fairgrounds and
board member compensation; and amending Ordinance 12075, Section 5, as amended, and
K.C.C. 2.32.040, Ordinance 1128 (part), as amended, and K.C.C. 2.32.050 and Ordinance
11955, Section 9, as amended, and K.C.C. 2.16.045.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0449. Shelley
Marelli, Acting Director, Parks & Recreation Division was present to brief and answer questions
from the Committee. There were two amendments adopted 2-0-3 with Councilmembers Irons,
Phillips and von Reichbauer excused. This matter passed out of committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer

Proposed Ordinance No. 2003-0444 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into amendments to existing
conservation futures interlocal cooperation agreements with the cities of Bothell, Shoreline
and Tukwila for the disbursement of conservation futures funds appropriated under the
2003 Budget Ordinance, Ordinance 14517, and Ordinance 14409.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0444. This matter
passed out of committee subject to signatures.

A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer
