the King County Comprehensive Plan capital facilities element to implement the school impact fee  
program; establishing school impact fees to be collected by King County on behalf of the districts; and

Section 2, as amended, and K.C.C. 27.44.010.

funds for acquiring and constructing capital improvement projects of the county and to pay the costs of  
issuing such bonds; authorizing the issuance and sale of one or more series of limited tax general  
obligation refunding bonds to refund outstanding limited tax general obligations of the county and to pay  
the costs of issuing such refunding bonds; pledging the annual levy of taxes to pay the principal of and  
interest on the bonds issued under this ordinance; and providing for other matters relating thereto.
