The King County Flood Control District will be holding a Hybrid Meeting.  
You may attend the meeting in person in Council Chambers (Room 1001,

The meeting was called to order at 2:03 p.m.

Vice Chair Perry moved to approve the minutes of the October 14, 2025, and  
November 12, 2025, meetings as presented. Seeing no objection, the Chair so  
ordered.

Michelle Clark, Executive Director, King County Flood Control District, John Taylor,  
Director, King County Department of Natural Resources and Parks, Josh Baldi,  
Director, King County Water and Land Resources Division, Krystle Walker, Seattle  
District Chief of Emergency Management, US Army Corps of Engineers, briefed the  
Board and answered questions on the 2025 December flood event.

A RESOLUTION relating to the operation and finances of the King County Flood Control Zone District;  
adopting a revised 2026 budget, capital budget, six-year capital improvement program for 2026-2031;  
and amending Resolution FCD2025-12.  
Michelle Clarke, Executive Director, briefed the Board and answered questions.  
Vice Chair Perry moved Striking amendment S1.  
Supervisor Dembowski made a motion to amend Striking Amendment S1, to strike  
Section 5.  
Charlotte Archer, District Legal Counsel, made remarks and answered questions.  
Voting on the motion to amend Striking Amendment S1, to strike Section 5, the  
motion failed.  
Supervisor Fain moved Amendment 1 to Striking Amendment S1. The motion  
carried.  
Voting on Striking Amendment S1, as amended, the motion carried.  
A Public Hearing was held and closed. A motion was made by Vice Chair Perry  
that this FCD Resolution be Passed as Amended. The motion carried by the  
following vote:

the rules and operating procedures for the District, Resolution FCD2025-01, Attachment A, as  
amended.

A motion was made by Vice Chair Perry that this FCD Resolution be Passed.
