Presentation of a Proclamation Declaring November 18 as Adoption Day in King County in

Reports on Special and Outside Committees

Ms. Patterson reported on the Puget Sound Regional Council Transportation Policy  Board.  The 
Board began discussions on the 2006 legislative agenda and what message the Board should be 
sending.  The issues covered concurrency, a discussion of changing policy regarding increasing 
taxes and a possible need of minor changes to the enabling legislation that created Regional 
Transportation Investment District.
 
Ms. Edmonds reported on the Northshore Parks and Recreation Service Area meeting.  The final 
contract was signed last week to build the bridge between the Northshore Senior Center and the 
Wellness Center.    
 
Ms. Edmonds reported on the Snohomish Basin Salmon Forum, also known as WRIA 7.  There was a 
discussion regarding the King Conservation District distribution of the per parcel fee.  She expressed 
that the general message of equal distribution is important.   Other business included installing Terry 
Williams of the Tulalip Tribe as Chair of WRIA 7 and discussing the possibility of quarterly 
meetings.

West Glen - Council District 5
Mr. Hammond moved to adopt the DDES finding of fact that the final plat of West Glen complies 
with the conditions of preliminary plat approval and other applicable law, and the Chair is 
authorized to signify Council approval by signing the final plat at the end of the meeting.  Seeing no 
objection, the Chair so ordered.

AN ORDINANCE making a supplemental appropriation of $6,500,000 to the public 
transportation construction-unrestricted fund to provide additional appropriation authority 
in support of the Breda Conversion project, updating the electric trolley overhead power 
system; and amending the 2005 Budget Ordinance, Ordinance 15083, Section 114, as 
amended, and Attachment B, as amended.

dollars to eighty dollars at the King County International Airport, which is also known as 
B.F.I., increasing the fuel field use fee collected from oil companies or fuel distributor 
companies or both selling and delivering fuel to B.F.I., and increasing the landing fee paid 
by aircraft operators of revenue generating flights and non-revenue generating flights not 
based at B.F.I.; amending Ordinance 1159, Article XIV, Section 1, as amended, and K.C.C. 
15.56.010, and Ordinance 1159, Article XVI, Section 1, as amended, and   K.C.C. 
15.64.020 and repealing Ordinance 1159, Article XIII, Section 10, as amended, and K.C.C. 
15.52.100.
