Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:38
P.M. by Chair Edmonds.

Rural Forestry Commission Report.
Mike Reed, Council Staff, briefed the Committee on the Rural Forestry Commission Report. Benj
Wadsworth, Staff Liaison, Resource Lands Section, Department of Natural Resources; Doug
McClelland, Chair of the Rural Forest Commission and David Warren, Commissioner were present
to brief and answer questions from the Committee.
This matter was Presented.

Proposed Substitute Motion No.
2003-0242.2
Mr. Irons and Ms. Lambert
A MOTION confirming the executive's appointment of Lee Kahn, who resides in council
district three, to the King County rural forest commission.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0242. Lee Kahn
appointee to King County rural forest commission was present to brief and answer questions from
the Committee.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Motion No. 2003-0263 Ms. Sullivan
A MOTION confirming the executive's appointment of Doug Schindler, who resides in
council district two, to the King County rural forest commission.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0263. Doug Schindler
appointee to King County rural forest commission was present to brief and answer questions from
the Committee.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer
6. PBRS - Public Benefit Rating System: Current Use assessment - Open Space Classification
Applications in the City of Sammamish.


Public Hearing Required.
Mike Reed, Council Staff, briefed the Committee on Public Benefit Rating System. Ted Sullivan,
PBRS Coordinator, Water & Land Resources, DNR&P was present to brief and answer questions
from the Committee.

A motion was made by Chair Edmonds that these two Applications be approved. The motion carried
by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer

2003-0250.2
Ms. Edmonds
A MOTION approving the program of work for the King Conservation District for the year
2004.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2003-0250 with a Power Point
Presentation. Brandy Reed and Geoff Reed, Co-Coordinator, King Conservation District were
present to brief and answer questions from the Committee.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Motion No. 2003-0262 Ms. Edmonds
A MOTION authorizing the county executive to implement a permanent parking system at
Marymoor park.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motion 2003-0262. Bob Burns,
Acting Division Manager, Natural Resources and Parks was present to brief and answer questions
from the Committee.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer
