Hybrid Meetings: Attend King County Council meetings in person in  
Council Chambers (Room 1001), 516 3rd Avenue in Seattle, or through  
remote access. Details on how to attend and/or provide comment remotely  
are listed below.  
HOW TO PROVIDE PUBLIC TESTIMONY: The Council values community  
input and looks forward to hearing from you. Testimony must be limited to  
items listed on the agenda for council action, unless it's the fourth  
Tuesday of the month, when the Council will hear general comment on  
matters relating to county government. You are not required to sign up in  
advance.  
There are three ways to provide public testimony:  
1. In person: You may attend the meeting in person in Council Chambers.  
2. By email: You may testify by submitting a COMMENT email. If your  
testimony is submitted before 10:00 a.m. on the day of the Council  
meeting, your email testimony will be distributed to the Councilmembers  
and appropriate staff prior to the meeting. Please submit your testimony  
by emailing clerk@kingcounty.gov.  
3. Remote attendance on the Zoom Webinar: You may provide oral public  
testimony at the meeting by connecting to the meeting via phone or  
the Webinar ID below.

AN ORDINANCE declaring a one-year moratorium prohibiting the acceptance of applications for the  
establishment of new or expansion of existing detention facilities, as primary or accessory uses;  
establishing a work plan; and declaring an emergency.

Councilmember Barón made a motion to suspend the rules on Proposed Ordinance  
2026-0048, in order to take action without referral to committee and to hold the public  
hearing without waiting the required period. Seeing no objection, the Chair so ordered.  
Jake Tracy, Council Staff, briefed the Council and answered questions.  
The Chair recessed the meeting into Executive Session as allowed by RCW  
42.30.110(1)(g) and (i), to discuss with legal counsel the legal risks of a proposed  
action to which the county is or is likely to become, a party, when public knowledge  
regarding the discussion is likely to result in an adverse legal or financial consequence  
to the county, and to review the performance of a public employee at 2:30 p.m., for  
approximately 20 minutes, until 2:50 p.m.  
At 2:50 p.m., the Chair extended Executive Session for an additional 10 minutes until  
3:00 p.m.  
The Chair returned the Council to the meeting at 2:54 p.m. The Chair announced that  
the Council was going into another executive session on a matter unrelated to this  
item.  
The Chair put the Council into a second separate executive session, the grounds for  
which were RCW 42.30.110(1)(g) and (i) at 2:55 p.m. for 20 minutes until 3:15 p.m.  
At 3:15 p.m., the Chair extended the second Executive Session for an additional 10  
minutes to 3:25 p.m.  
The Chair reconvened the meeting at 3:25 p.m., and the Council resumed discussion  
on this item 14.  
A Public Hearing was held and closed. A motion was made by  
Councilmember Mosqueda that this Ordinance be Passed. The motion carried  
by the following vote:

First Reading of and Action on Motions Without Referral

A MOTION authorizing the chair of the King County council to sign letters to the chairs and vice chairs of  
the Washington state Senate and House of Representatives Transportation Committees, the Senate  
Ways and Means committee, and the House of Representatives Appropriations Committee related to the  
county's priorities in the state budget.

Councilmember Barón made a motion to suspend the rules to take action on Item 15  
without referral to committee and to hold a public hearing. Seeing no objection, the  
Chair so ordered.  
Wendy Soohoo, Acting Chief Policy Officer, briefed the Council and answered  
questions.  
Monique Cohen, Chief Legal Counsel, briefed the Council and answered questions.  
Councilmember Balducci made a verbal motion to authorize Chair Perry to author and  
sign a third letter related to the topic of taxation policy with Executive Zahilay. The  
motion carried.  
A Public Hearing was held and closed. A motion was made by  
Councilmember Barón that this Motion be Passed. The motion carried by the  
following vote:
