Reports on Special and Outside Committees

Ms. Patterson reported on the South County Area Transportation Advisory Board's recent meeting.
The Board was joined by Joni Earl, CEO of Sound Transit, and the Board Chair, John Ladenburg of
Pierce County. They presented the Board with an update on transit projects and services that Sound
Transit is providing to South King County. Ms. Patterson indicated that South King County is
benefiting from all three methods of service, the Sounder train, light rail and regional buses.

Ms. Patterson also reported on the September 30, 2004 Puget Sound Regional Council Executive
Board meeting. The Board received a briefing on the regional economic strategy, a new initiative of
the PSRC. It will set an agenda of what needs to be done to make sure the Puget Sound region's
economy continues to grow. King, Pierce, Snohomish and Kitsap counties have agreed to
collaborate on this vision.

Ms. Hague reported on the Strategic Advisory Council, a group of independent elected officials in
King County, key people in the technology arena in the Puget Sound area. At the meeting the
members discussed its quantifiable business plan and getting advice from the private sector on how
best to standardize its operations, a first step toward putting together a financial system and strategic
technology plan.

Mr. Pelz reported on the Sound Transit Board. He indicated the members celebrated Sound Transit's
fifth year of service. This anniversary marks 30 million riders on commuter rail, regional express
bus and Tacoma light rail.

Mr. Constantine moved to adopt the DDES finding of fact that the final plat of Trilogy at Redmond
Ridge Div. 8 complies with the conditions of preliminary plat approval and other applicable laws,
and that the Chair is authorized to signify Council approval by signing the final plat at the end of the
meeting. Seeing no objection, the Chair so ordered.

Proposed Ordinance No. 2004-0358 Mr. Gossett
AN ORDINANCE authorizing the issuance of the county's limited tax general obligation
bonds (payable from sewer revenues) in the aggregate principal amount of not to exceed
$220,000,000 to provide funds for acquiring and constructing improvements to the sewer
system of the County; providing for the form, terms, covenants and other provisions of such
bonds; providing for the sale of the bonds; establishing funds for the receipt and
expenditure of bond proceeds and for the payment of the bonds; providing for the annual
levy of taxes to pay the principal thereof and interest thereon; and pledging sewer revenues
as additional security for the bonds.
On 10/4/2004, a public hearing was held and closed.

AN ORDINANCE making a supplemental appropriation of $5,082,500 to the building
repair and replacement fund to fund amendments to the existing development contract for
design development and production of construction drawings for a building not to exceed
three hundred thousand rentable square feet, acquisition of an alternate site for the county's
auto maintenance function; and amending the 2004 Budget Ordinance, Ordinance 14797,
Section 122 and Attachment B, as amended.

AN ORDINANCE approving ground leases of two sites from the county to Goat Hill
Properties and a lease by Goat Hill Properties back to the county of a new parking garage
and office building to be constructed on such sites; authorizing the county executive to
execute final forms of the ground leases and project lease; approving certain provisions of
the development and financing plan of Goat Hill Properties; agreeing to take unencumbered
title to the parking garage and office building when bonds issued by Goat Hill Properties
are discharged; and approving certain other provisions of the lease-lease back transaction.

AN ORDINANCE approving and adopting the settlement agreement negotiated among
King County, the city of Bellevue and the plaintiffs in Newport Shores Yacht Club et al. v.
city of Bellevue et al., authorizing the executive to implement the terms of the agreement
through an interlocal agreement with the city of Bellevue and other appropriate measures.
On 9/27/2004, a public hearing was held and closed.

Other Business
Brooke Caddock, council staff, reminded the Council of the American Heart Walk on October 9,
2004. She thanked all those participating.

Ms. Lambert reported on the recent third Annual SIDS Walk in Kirkland. This year was the first time
for the annual Kids for Kids Run. The events raised over $13,000. The fourth annual walk will take
place on the last Sunday of September, 2005 for those interested.
