Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:42 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.

The minutes of the October 8, 2002 meeting were held.

Briefing No. 2002-B0175
Special Study of District Court Revenues
Cheryle Broom, King County Auditor, introduced the briefing on the Special Study of District Court
Revenues. Bert Golla, Senior Financial Auditor, briefed and answered questions from the members,
during a Powerpoint presentation. Wesley Saint Clair, Presiding Judge, King County District Court,
Tricia Crozier, Chief Administrative Officer, King County District Court, and Garry Holmes,
Division Manager, Treasury Division, answered questions from the members.
This matter was Presented.

Proposed Ordinance No. 2002-0519 Ms. Hague
AN ORDINANCE relating to the privacy of credit card, debit card or check card account
numbers; amending Ordinance 13923, Section 3, and K.C.C. 4.100.010 and adding a new
section to K.C.C. chapter 4.100.
David Randall, Council Staff, briefed the committee. David Martinez, Chief Information Officer,
Office of Information Resource Management, David Ryan, Director of Information Technology,
Prosecuting Attorney's Office, and Darwin Campbell, Sales and Customer Services Manager, Transit
Division, answered questions from the members.

Ms. Sullivan moved two amendments. The first amendment clarifies that only databases that store
credit, debit or check card numbers are impacted by this ordinance. The second amendment
requires agencies to submit plans on how they will meet the privacy standards by March 31, 2003
and to provide notification that agencies have met the privacy standards by December 31, 2003. The
amendments were moved and passed without objection.
This matter was Amended.
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

AN ORDINANCE approving and adopting the memorandum of understanding extending
for six months the collective bargaining agreement negotiated by and between King County
and International Federation of Professional and Technical Engineers, Local 17
(Supervisors) representing employees in the department of transportation and the
department of natural resources and parks.

A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Engineers, Local 17A representing employees in the departments of executive services
(facilities), development and environmental services, natural resources and parks and
transportation; and establishing the effective date of said agreement.

from the members.
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

memoranda of agreement negotiated by and between King County and International
Federation of Professional & Technical Engineers, Local 17 (Professional & Technical -
Roads Division) representing employees in the department of transportation; and
establishing the effective date of said agreements.

A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

representing employees in the department of community and human services, division of
mental health; and establishing the effective date of said agreement.
David Randall, Council Staff, briefed the committee. Mike Alvine, Council Staff, Karen Place, Labor
Negotiator, Labor Relations, Department of Executive Services, and Tara Joe Heinecke, Labor
Representative, SEIU, Local 925, answered questions from the members.
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2002-0577 Mr. Constantine, Mr. Phillips and Mr.

AN ORDINANCE approving and adopting two collective bargaining agreements
negotiated by and between King County and the King County Police Officers Guild
representing: commissioned employees in the King County sheriff's office; and limited
commissioned airport police/aircraft rescue firefighting officers (ARFF) at the King County
airport who work for the King County sheriff's office and establishing the effective date of
said agreements.
Mike Alvine, Council Staff, briefed the committee. Dave Gaba, Manager, Labor Relations,
Department of Executive Services, answered questions from the members.
A motion was made by Ms. Sullivan that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:
