The meeting was called to order at 1:43 p.m.

Approval of Minutes of December 2, 2002

Mr. von Reichbauer moved to approve the minutes of the December 2, 2002 meeting without
reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. McKenna reported on the meeting of the Executive Board of the Regional Transportation
Investment District, indicating that several topics were discussed, including revenue assumptions and
potential revenues from different levels of sales tax. The members also discussed what should be
funded by RTID. The Regional Transportation Investment District will meet as a full planning
committee, including all county councilmembers from King, Pierce and Snohomish counties on
December 12th. Legislators from all three counties have also been invited to attend.

Mr. Phillips reported on the West Point Citizens Advisory Commitee. He indicated that the
Committee has met for six months and has completed its work in terms of recommending a final
memorandum of agreement between the city and the county on the use of funds.

Mr. McKenna briefed the Council on the Economic Development Council. He and Mr. Irons
participated in the annual retreat of the Economic Development Council of Seattle and King County.
He indicated that it is the only public/private partnership in the county that is completely focused on
economic development issues for the county. The Council set out its work plan for 2003 which will
focus on the retention of companies already located in the area. The Council had several
outstanding speakers join them, including John Warner, recently with the Boeing Company, Steve
Leahy, President and CEO of the Seattle Chamber of Commerce, and Betty Nokes, President and
CEO of the Bellevue Chamber of Commerce.
