Approval of Minutes

Vice Chair Dembowski moved approval of the May 22, 2024, meeting minutes. There

being no objections, the minutes were approved.

Discussion and Possible Action

Proposed Ordinance No. 2024-0012

AN ORDINANCE making a supplemental appropriation of $85,936,000 to the crisis care centers fund;

and adding a new section to the 2023-2024 Biennial Budget Ordinance, Ordinance 19546.

Sherrie Hsu, Council staff, briefed the committee and answered questions from the

members. Susan Mclaughlin, Behavioral Health and Recovery Division Director,

Department of Community and Human Services (DCHS); and Kate Baber, Crisis Care

Center Initiative Implementation Planning Director, DCHS; answered questions from

the members.

A motion was made by Vice Chair Dembowski that this Ordinance be

Recommended Do Pass Consent. The motion carried by the following vote:

Proposed Ordinance No. 2024-0146

AN ORDINANCE relating to rates and charges for sewage treatment and disposal; and amending

Ordinance 12353, Section 2, as amended, and K.C.C. 4A.670.100, Ordinance 18745, Section 2, and

Ordinance 11398, Section 1, as amended, and K.C.C. 28.84.055.

Jenny Giambattista, Council staff, briefed the committee and answered questions from

the members.

This matter was expedited to the June 18, 2024, Council agenda.

A motion was made by Vice Chair Dembowski that this Ordinance be

Recommended Do Pass. The motion carried by the following vote:

Proposed Ordinance No. 2024-0161

AN ORDINANCE authorizing the issuance and sale of one or more series of sewer revenue bonds and

limited tax general obligation bonds payable from sewer revenues of the county in an aggregate principal

amount not to exceed $1,200,000,000 to provide funds for acquiring and constructing improvements to

the sewer system and to pay the costs of issuing such bonds; authorizing the issuance and sale of one

or more series of sewer revenue bonds and limited tax general obligation bonds payable from sewer

revenues of the county to refund outstanding obligations of the county payable from sewer revenues and

to pay the costs of issuing such refunding bonds; pledging sewer revenues to pay the principal of and

interest on sewer revenue bonds issued under this ordinance; amending reserve requirements; and

pledging the annual levy of taxes and an additional pledge of sewer revenues to pay the principal of and

interest on limited tax general obligation bonds issued under this ordinance.

the members. Nigel Lewis, Debt Manager, Department of Executive Services,

answered questions from the members.

Out of Committee Without a Recommendation. The motion carried by the
