body
STATEMENT OF FACTS:
1. On February 22, 2010, the council amended the transportation concurrency program to improve the effectiveness and streamline its operation by adopting a travel time based concurrency map to be used for both residential and nonresidential development proposals.
2. K.C.C. 14.70.270 requires the concurrency map to be updated annually and submitted to the council as part of the budget process.
3. The Finn Hill, North Juanita, Kingsgate annexation to the city of Kirkland is scheduled to become effective on June 1, 2011. When the annexation occurs, the roads within the annexation area will be owned by the city of Kirkland. Roads within the annexation area are causing travel shed 8 to fail the transportation concurrency test. King County does not include city arterials in the county's transportation concurrency testing. The unincorporated county arterials that will remain in travel shed 8 after annexation pass county transportation concurrency standards. The transportation concurrency test status of travel shed 8 could then change from failing to passing after the annexation.

The test for each area shall be based on the level of service analysis results for the entire travel shed. Areas shall be deemed concurrent if eighty-five percent of the arterials within their travel shed meet level of service standards.
B. The department shall use the concurrency map currently in ...
