STATEMENT OF FACTS:
1.  The county council adopted Ordinance 15057 in 2004 to establish stay-out-of-drug-area emphasis areas to discourage illegal drug sales and use in identified neighborhoods in unincorporated King County.
2.  The establishment of Ordinance 15057 and the designation of these areas provided law enforcement with a useful tool to effectively improve the quality of life in these designated areas.
3.  In the process of adopting Ordinance 15057, the council heard extensive testimony from neighborhood representatives, law enforcement officers, business leaders, school officials, community activists, representatives of minority communities and the unincorporated area council about the need for this legislation.
4.  The county council, in designated the stay-out-of-drug-area emphasis areas established an expiration date that allowed for a review of the effectiveness of the policy.
5.  Ordinance 15057 has been in place since 2004 and has had a significant positive effect upon the community.
6.  In 2009, various areas contained in Ordinance 15057 have been annexed into surrounding cities and this proposed ordinance modifies the original areas to conform to the new boundaries.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  It is the intent of the King County council to establish in King County areas that have been identified by law enforcement through a history of arrests and observation to be locales where illicit drug sales, possession of drugs, pedestrian or vehicular traffic attendant to drug activity, or other activity associated with drug offenses confirms a pattern associated with drug trafficking as designated by state law.  The following sections identify those areas of drug trafficking that have been identified as meeting the criteria for being protected against drug trafficking areas.
      SECTION 2.  Ordinance 15057, Section 2, and K.C.C. 12.61.010 are each hereby amended to read as follows:
      The following described areas of King County are designated to be stay-out-of-drug areas, which are as emphasis areas where there has been a history of identified illegal drug sales and penalties shall be applied in event of conviction of acts in violation of the Uniform Code for Substance Abuse, within the areas, in accordance with this, to assure elimination of all illegal drug possession, use and sales-related activity within these areas:
      A.  ((The area of Pacific Highway South between South 116th and 128th Street boundary, Military Road South and South 140th and South 152nd, 42nd South and South 139th to South 144th, including the motels and hotels within these areas, and including the area one block to the east and west of Pacific Highway South, Military Road South and 42nd South within the boundaries;
      B.  Des Moines Way South from 96th Avenue South to South 128th Street and a block on either side.  Military Road South from Des Moines Way South to South 128th Street and 14th Ave. S. from 96th Avenue S. to the South Park Bridge; and
      C.  The Southwest Roxbury from 4th Avenue SW to 17th Avenue SW and from Roxbury Avenue SW to 107th Avenue SW on 14th Avenue SW and 15th Avenue SW and 16th Avenue SW and 17th Avenue SW))  Des Moines Memorial Drive S. from South 96th Street to South 108th Street and a block on either side; and
      B.  Southwest Roxbury from 4th Avenue SW to 17th Avenue SW and from SW Roxbury Street to SW 107th Street on 14th Avenue SW and 15th Avenue SW and 16th Avenue SW and 17th Avenue SW.
      SECTION 3.  Ordinance 15057, Section 4, as amended, is hereby amended to
read as follows:
