BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings.
A. Incidents jeopardizing public safety near the Youth Services Center in August 2009 led to extensive review of security risks and operations on the Youth Services Center campus. Staff from the superior court, the sheriff’s office and the facilities management division formed a juvenile security steering committee. The committee developed a list of 62 security improvement recommendations. Seven of these recommendations require additional capital funding for implementation. This ordinance approves and funds these seven security improvements. The committee’s recommendations were reviewed and are fully supported by an independent security consultant, TRC.
B. CIP Project 395906, Superior Court Alder Site Schematic Design, provided project funding for the schematic design of the planned replacement of the Alder Tower and Wing of the Youth Services Center with a new Children and Family Justice Center. Although the funding approach for construction of the new facility is undetermined, in any development scenario it is highly unlikely that building of the new facility could be completed before 2015. In the interim, the seven capital improvement items recommended by the steering committee can help provide a safe environment at the existing Youth Services Center.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. There is hereby approved and adopted an appropriation of $1,500,670 to the General Government GF Transfers.
